Ottawa Police Chief Charles Bordeleau said he will need more resources to address marijuana dispensaries operating in the city and keep them closed.

Speaking at the police services board this week, Bordeleau said they have long held the opinion that the dispensaries operating in the city are illegal and have executed search warrants and arrested staff as a result.

He said now that the province has announced plans to sell through government-run stores the police will need more resources to close the dispensaries that are operating.

Municipalities make pitch at Health Canada hearings

Canada's cities don't want Ottawa or the provinces to pass the costs of dealing with marijuana legalization onto them.

Winnipeg councillors and president of the Federation of Canadian Municipalities (FCM) Jenny Gerbasi said municipalities are worried about the cost to get ready for the new regime.

"Our cities and communities are where cannabis will actually be used and sold and we have to adapt bylaws, programs, policies," she said.

The FCM will present to the House of Commons Committee studying the marijuana legalization bill on Friday. Dozens of groups have been presenting to the committee this week, including dispensary owners, medical users, police agencies and public health departments.

Funding set for advanced drug-testing system

The planned supervised injection site at the Sandy Hill Community Health Centre will include world-class drug-testing technology.

With funding from the Canadian Institute of Health Research, the program will be able to operate a mass spectrometry machine, which can determine the chemical makeup of users' drugs, Lynne Leonard of the Ontario HIV Treatment Network announced Thursday.

Drug-testing services are themselves rare, and it is even rarer for harm-reduction organizations to offer testing as technically advanced as mass spectrometry. The system at Sandy Hill will be the first of its kind in Ontario.

Pop-up injection site location to be disclosed Friday

Ottawa's first pop-up supervised injection site will open Friday.

The group Overdose Prevention Ottawa (OPO) will make the announcement Thursday morning but will not disclose its location ahead of operations, which are scheduled to begin Friday.

"We're going to do exactly what Toronto did and not disclose our location until we set it up," said Marilou Gagnon, associate professor at the University of Ottawa School of Nursing and volunteer with OPO.

Ottawa's first supervised injection site was granted an exemption by Health Canada on Wednesday.

"I'm feeling elated here. It's a strange feeling to be at this point now, after so much time and effort and energy," said Rob Boyd, Oasis program director at the Sandy Hill Community Health Centre, where the site will be housed.

Boyd said he will meet with the province next week to discuss the budget to build the injection room, which will include five specialized booths for drug users.

Last month 134 admitted to ER for suspected overdose

Health Canada's final decision on whether a supervised injection site can open at the Sandy Hill Community Health Centre could be coming any day.

According to the Health Canada website, the proposal has completed all five of the required application steps and has now reached the decision stage.

Rob Boyd, Oasis program director at the centre, told Metro he was notified by the department Wednesday they had completed the application to the satisfaction of Health Canada and their case would now be forwarded for a final decision.

A new online survey launched Wednesday wants to gather public thoughts on how Ontario should approach legalizing marijuana.

It wants to know how it can do it in a way that "protects youth, prevents harms and ensures that Ontario's roads continue to be among the safest in North America," according to a media release.

Among the questions are "Would you support the Ontario government putting in place stricter penalties (e.g. increased fines, longer licence suspensions) for drug-impaired driving?" and "What public health and safety measures are most important to you as we determine who should sell and distribute cannabis in Ontario?"

For Ottawa residents, getting a naloxone kit to help protect against overdose deaths is as easy as finding a pharmacy and going through a 30-minute information session.

Across the river in Gatineau, however, the situation is much different.

The Ministry of Health and Social Services in Quebec does not provide funding for naloxone kits like its Ontario counterpart. Some municipal public health units, like Sante Montreal, provide kits, but only within that specific city.

For residents of cities like Gatineau, where neither the province nor the municipality provides coverage for naloxone, drug users may be left in the lurch.

June a record for number of people treated for overdoses

At least 134 people were admitted to Ottawa emergency departments for suspected drug overdoses during the month of June, according to data from Ottawa Public Health, as the overdose crisis continues to deepen in Ontario.

That brings the number to at least 735 emergency room visits in 2017 - a 25 per cent increase in overdoses compared with the same period in 2016.

In the final week of June, 42 people were treated for overdoses, the highest number of cases since Ottawa began recording the data in late 2015. During the first week of July, the number dipped slightly to 35.

Medical marijuana users say the Trudeau government's plans to legalize marijuana involve too many roadblocks.

Activists and users said during a press conference Monday that the Liberal's bill, which has yet to pass in the House, still marks marijuana as something people need to be ashamed of.

"My Canada includes being marginalized, stigmatized and criminalized for picking a plant over pills," said Loretta Clark, 58, who said she has been using cannabis since she was 12.

Over 1,000 trained to use overdose prevention kit

Anglican churches across Ottawa are now spreading a gospel of a different kind, teaching people to use naloxone to prevent fatal opioid overdoses.

Rev. Monique Stone held a meeting at her church in Carp earlier this year, after unsuccessfully trying to get a naloxone kit to have on hand for New Year's Eve.

Stone tried five pharmacies and found none was offering the free kits. Eventually, she linked up with Vanier pharmacist Mark Barnes and they got the idea of hosting a training session.

City's health authority looks to cigarettes for guidelines

You likely won't be able to smoke marijuana anywhere you can't smoke cigarettes today when pot becomes legal next year.

But that's just one of the challenges Ottawa Public Health (OPH) is working out.

The Liberal government's plan to legalize marijuana by July 2018 was released in April, and provinces are next to set up rules about how the drug can be sold.

After that, municipalities will set their own rules.

Weed community isn't fully behind legalization plans

With marijuana legalization tabled - and ahead of April 20, as promised by the governing Liberals - some Ottawa activists say they aren't confident the new laws will reflect the concerns of the cannabis community.

Marijuana activist Jodie Emery brought the fight over illegal dispensaries to the seat of government Wednesday, with a rally on Parliament Hill that kicked off the opening of a new Ottawa store that sells pot to anyone over 19.

Emery is a well-known marijuana activist, who runs a successful chain of stores called Cannabis Culture with her husband, Marc Emery. The couple are known as the "prince and princess of pot."

At a small rally on Wednesday, Emery and a dozen supporters railed against the government's "injustices," including arrests of dispensary staff and strict regulation of access to the drug that has resulted in raids on illegal shops.

Police say have to get warrant again to shut down a store

Despite a raid on Chinatown's Cannabotanix Dispensary at 646 Somerset St. Friday that saw two people arrested, the shop was back to normal operations Monday.

The employee inside the shop said she couldn't talk about the raid and said to call the owner.

A chalkboard in the entrance lists the owner's name as "Grant" and a number to call in case of any problems. The number goes straight to voicemail and has a 520 area code indicating the Victoria area.

Machines may be used to give addicts access to clean supplies

Ottawa Public Health is exploring a pilot project that would allow drug users to access clean needles and pipes from a vending machine.

Deputy Medical Officer of Health Vera Etches said the idea goes back to 2013, when OPH hosted a needs assessment with feedback from community groups and police looking at service gaps.

"Most services that distribute supplies so people will use sterile supplies each time and decrease their risk of transmission operate Monday to Friday 8:30 a.m. to 4:30 p.m.," she said. "There's no place for people to access supplies overnight and on weekends."

Bayoumi,helped conduct a recent study on the cost-effectiveness of supervised injection sites in Toronto and Ottawa. They found that the optimal number for Ottawa was two.

Ottawa Man Argues For The Right To Smoke Up In Public

Local marijuana advocate Russell Barth has lost his human rights case against Mayor Jim Watson, but his fight for medical marijuana rights is far from over.

Sandy Hill to vote on plan for supervised facility

The Sandy Hill Community Health Centre is preparing to apply for a supervised injection site at its Nelson Street location downtown. So what does that mean?

First of all, what is it?

Supervised injection sites provide injection drug users a clean, supervised place to shoot up, reducing risk of overdose and disease, according to Rob Boyd, who runs the centre's harm reduction program. Clients bring their own drugs to the site, where a nurse monitors for signs of overdose, delivers first aid and offers education about supervised injection. Since the drugs are illegal, such a facility requires a federal exemption. There are only two in Canada so far, both in Vancouver.

Legalities mean some can no longer grow own product

Suzi Strand kept a small backyard garden last summer.

The Ottawa resident did not have the energy to maintain a large plot of veggies and herbs. She battles multiple sclerosis, fibromyalgia and trigeminal neuralgia (commonly referred to as the "suicide disease").

There's one plant she wishes she could legally grow in that garden: medical cannabis, which she says would help alleviate her pain.

Strand once had the permit to produce marijuana plants in her backyard. But she got caught in a federal court loophole that has turned her into one of the "left outs" - or one of the users who was not included on an injunction that allowed private home growers to keep growing.

The company first opened its doors in Victoria, B.C. in March and will officially open a second location Monday morning at 1111 Wellington St. W. in Hintonburg.

The centre bills itself as an educational centre for Canadians considering cannabis as an alternative medicine, which offers resources on how to use the drug safely.

The company's CEO, Gulwant Bajwa, worked on the Marihuana Medical Access Regulations (MMAR) program, which was repealed on March 31, 2014.

Top Court Has Expanded Ways to Consume the Drug

Local medical marijuana users are applauding a Supreme Court of Canada ruling that expands the ways licensed patients can consume the drug, including one couple who say they no longer need to be looking over their shoulder.

Russell Barth and his wife Christine Lowe are both licensed medical marijuana users. Barth suffers from fibromyalgia, a chronic pain condition, and Lowe suffers from epilepsy. Both also suffer from post-traumatic stress disorder.

Barth said this ruling is a big deal for them because as Lowe's caregiver, he treats her seizures using a vaping pen and cannabis concentrate oil referred to as "shatter," or dabbing wax.

Wayne Robillard told reporters at city hall on Wednesday that police have stopped in three times since he opened on April 20 and asked customers for ID. Officers confiscated one person's marijuana, he said.

Former soldier pushing to meet with minister

Former soldiers who want timely access to medical marijuana say they are undeterred despite having been denied a meeting with Veterans Affairs Minister Erin O'Toole.

Retired corporal Clayton Goodwin, who represents a group known as Veterans for the Use of Medical Marijuana, was shut out of O'Toole's stakeholder meeting Tuesday at the Canadian War Museum.

Ottawa Police Chief Charles Bordeleau wrote an open letter to city residents about recent street gang violence, distributed Wednesday.

In the letter while saying "we live in a safe city," Bordeleau acknowledges an increase in "targeted, street gang-related shootings," and says the incidents are related to illegal drugs, the availability of guns, and the "increased willingness of street gang members to use them."

Bordealeau says preventing the activity and arresting those involved is a "top operational priority" for the force, but says longer-term solutions lie with community agencies who can assist in steering people away from the gang lifestyle.

Police Increasing Patrols As Area Sees Third Shooting in Two Weeks

With three shootings on Penny Drive in the past two weeks, Ottawa police have increased their presence in the neighbourhood and residents will continue to see more police patrolling their streets, says the force's chief.

But an increased police presence wasn't enough to stop the latest shooting Wednesday evening, when bullets ripped through a van and a residence in the 2000 block of Penny Drive. The van was vacant, but there were people inside the residence at the time of the shooting.

Cannabis Canada Medical Inc. is appealing the zoning amendment to the Ontario Municipal Board (OMB) on the grounds that the required 150-metre setback is "onerous."

An Ottawa-based medical marijuana licensing clinic is reaching out to patients as far as the Yukon by facilitating doctor visits through Skype.

Robert Callaghan, patient navigator for Medical Marijuana Services (MMS), says telemedicine allows his company to link up remote patients with pot-prescribing doctors. Most physicians in Canada are still hesitant to prescribe the drug to patients he says.

"It is extremely hard to find a doctor," said Callaghan. "Our service reaches people. We are going to process thousands of patients over the next five years."

Thousands of pro-marijuana activists lit up blunts and bongs at Parliament Hill on Sunday afternoon to promote pot legalization.

The annual 4-20 Weed Day rally was less like a protest and more like a giant outdoor party, with people hula-hooping, playing Hacky Sack, waving giant marijuana-leaf flags and donning dreads.

Claude Galipeau, spokesperson for the committee that organizes the rally, said the group's message to the Conservative government is "stop unjustly criminalizing cannabis and start benefiting from it."

Cha-ching! Tax grab could mean $5 million a month: Economist

An Ontario-based economist says that Colorado has proven what many have been saying all along: Legalize marijuana, regulate it and the tax dollars will come flowing in.

It's been estimated that in the first month of legalized weed sales, the state made a cool $2.1 million in taxes. That's outside of the $1.4 million it made taxing medicinal marijuana.

Richard Ivey School of Business associate professor Mike Moffatt said the tax works out to about 40 cents for each of Colorado's 5.2 million people.

An Ottawa couple who uses medical marijuana is suing the federal government for a combined $6.5 million, a projected figure of what it will cost them to stay medicated for the next 40 years when Health Canada changes the rules to its Marihuana Medical Access Regulations program.

Russell Barth says he consumes about 11 to 12 grams of pot every day (he says he has a prescription for 16 grams per day) for pain management related to his fibromyalgia symptoms as well as post-traumatic stress. Barth and his wife, Christine Lowe, who suffers from epilepsy, say they have a designated grower, an arrangement they say allows them to stay medicated for far less than it will cost under the new rules.

Now, take away all the junk food, video games, lounging around and other typical stereotypes that are often associated with pot use.

Add a sore back, sleeplessness, chronic pain all over your whole body, arthritis, extreme nausea and a constant headache.

When I broke the story of Health Canada exposing 40,000 medical-marijuana patients in a mailout gaffe in November, those are the stories I came across. Harrowing tales of very sick people-with everything from multiple sclerosis to terminal cancer - who spend the entirety of their days trying to manage pain.

Insite-Style Model. Debate Over Whether City Should Spend Money on Treatment or Harm Reduction Rages On

Any decision on whether Ottawa should have a safe injection and inhalation site for drug users is up to the community, not the police, according to Chief Charles Bordeleau.

Bordeleau said Wednesday his position on the sites has not changed: he would prefer to invest resources on treatment, rather than harm reduction.

"I don't envy anybody being an addict and being reliant on drugs," Bordeleau said. "But I think those who are, we're better off investing (resources) on the treatment end of it to deal with their habit."
