Dr. James S. Ketchum, an Army psychiatrist who in the 1960s conducted experiments with LSD and other powerful hallucinogens using volunteer soldiers as test subjects in secret research on chemical agents that might incapacitate the minds of battlefield adversaries, died on May 27 at his home in Peoria, Ariz. He was 87. His wife, Judy Ketchum, confirmed the death on Monday, adding that the cause had not been determined. Only a few days ago, millions of American probably had never heard of psilocybin, the active agent in psychedelic mushrooms, but thanks to Denver, it is about to get its moment in the political sun. On Tuesday, the city's voters surprised everyone by narrowly approving a ballot initiative that effectively decriminalizes psilocybin, making its possession, use or personal cultivation a low-priority crime. The move is largely symbolic - only 11 psilocybin cases have been prosecuted in Denver in the last three years, and state and federal police may still make arrests - but it is not without significance. Psilocybin decriminalization will be on the ballot in Oregon in 2020 and a petition drive is underway in California to put it on the ballot there. For the first time since psychedelics were broadly banned under the 1970 Controlled Substances Act, we're about to have a national debate about the place of psilocybin in our society. Voters in Denver, a city at the forefront of the widening national debate over legalizing marijuana, have become the first in the nation to effectively decriminalize another recreational drug: hallucinogenic mushrooms. DETROIT - Michigan is officially the first state in the Midwest to allow marijuana for more than medical purposes. Today marks the first day for the legal recreational partaking of pot in Michigan following voters' strong endorsement in the Nov. 6 election. As dozens of states move toward legalizing marijuana -- for both medical and recreational purposes -- scientists and parents have asked what the impact might be on children. Will more teens use pot? Will doing so cause behavioral problems? Will they develop a substance-use disorder? According to a new study published last month in the journal Addiction: yes, probably not, and maybe. University of Hawaii researchers have discovered that the use of marijuana may reverse heart failure. A recent study shows that drugs can protect and reverse damage to the heart from the stress that progresses the disease. TRENTON -- New Jersey lawmakers have unveiled their latest proposal to legalize recreational marijuana use for people 21 and over. A joint Democrat-led Assembly and Senate committee is expected to discuss the package Monday. One bill provides for legalizing an ounce of marijuana for adults 21 and older, setting up a five-person cannabis commission, and taxing the sale of the substance at 12 percent. That rate includes the 6.625 percent sales tax. The draft also permits local governments to apply up to a 2 percent tax on cannabis. An earlier measure called for gradually increasing tax rates. The legislation also calls for expediting expungements for people with marijuana-related criminal backgrounds. Gov. Murphy supports marijuana legalization. BOSTON - A handful of the marijuana businesses granted provisional licenses have informed the Cannabis Control Commission they are ready to be inspected, one of the final steps before retail sales of marijuana, approved by voters almost two years ago, can begin. CCC Chairman Steven Hoffman said late last week the agency is working to schedule inspections for two or three provisionally licensed businesses. Hoffman said the inspections are expected to take place "over the next week, plus or minus." Six days after confirming approval of medical marijuana dispensary bans in Northboro and Bellingham, Attorney General Maura Healey's office reversed its decision. In an Aug. 25 Telegram & Gazette story, a spokesperson for the AG's office confirmed that the office in June approved bylaws passed in the two towns that ban medical marijuana dispensaries. The 2012 Medical Marijuana law originally prohibited any municipality from banning medical marijuana dispensaries. OTTAWA - The federal government's crackdown on drug-impaired driving has taken a big step forward, as the Justice Department is set to give its blessing to Canada's first roadside saliva test. Once in use, police officers will be able to swab a driver's mouth to test for the presence of THC, the main psychoactive ingredient in cannabis. JERSEY CITY - Every city in America knows that it's a bad idea to prosecute low-level, nonviolent marijuana offenses. It wastes scarce municipal resources and does nothing to enhance public safety. What's more, even though whites and blacks use marijuana at similar rates, blacks are more harshly punished for it. That's why, on July 19, marijuana offenses were effectively decriminalized in Jersey City, New Jersey's second most populous city. Prosecutors treated every marijuana case that day as a violation instead of a misdemeanor, unless driving under the influence was involved. We told our prosecutors to ask for no more than a $50 fine, or just five hours of community service if the defendant couldn't pay that fee. Instances like the absence of any public nuisance or a low likelihood of re-offense would warrant outright dismissal. The federal government should follow the growing movement in the states and repeal the ban on marijuana for both medical and recreational use. It took 13 years for the United States to come to its senses and end Prohibition, 13 years in which people kept drinking, otherwise law-abiding citizens became criminals and crime syndicates arose and flourished. It has been more than 40 years since Congress passed the current ban on marijuana, inflicting a great harm on society just to prohibit a substance far less dangerous than alcohol. New Jersey's attorney general has announced an immediate adjournment of all marijuana cases in municipal courts statewide until at least September. The decision was included in a letter state Attorney General Gurbir Grewal sent Tuesday to municipal prosecutors in the state. It asked them to seek an adjournment until September 4 -- or later -- of any matter "involving a marijuana-related offense pending in municipal court," a move that will allow the attorney general's office time to develop "appropriate guidance" for prosecutors. TALLAHASSEE -- Chiding a judge who sided with sick patients and saying plaintiffs likely won't win on the merits of the case, an appellate court on Tuesday refused to allow smokable medical marijuana while a legal fight continues to play out. The ruling by a three-judge panel of the 1st District Court of Appeal came in a lawsuit initiated by Orlando trial attorney John Morgan and others who maintain that a Florida law barring patients from smoking their treatment runs afoul of a 2016 constitutional amendment that broadly legalized medical marijuana. JEFFERSONVILLE, GA. - When Georgia authorities found out that smoking marijuana was ridding 15-year-old David Ray of seizures that had plagued him through childhood, the consequences were swift and severe. His mother and stepfather - Suzeanna and Matthew Brill - were arrested and jailed for six days. David, no longer able to medicate with pot, was hospitalized for a week after suffering what his mother called "the worst seizure of his life." He was then discharged to strangers and sent to a Division of Family and Children Services group home after his parents were stripped of custody - another example of "how the war on drugs breaks up families," said Lauren Deal, Suzeanna Brill's attorney. The 45-year-old church pastor is anti-abortion, voted for President Donald Trump and is a member of the National Rifle Association who owns an AR-15 rifle.
