POLICE MUST REINSTATE DRUG-ADDICTED OFFICER

A drug-addicted Toronto police officer is being allowed to keep his job.

The Ontario Civilian Commission on Police Services ruled yesterday that 
Robert Kelly should be reinstated.

Mr. Kelly, an undercover drug squad officer with an otherwise perfect 
record, was fired last fall after becoming addicted to cocaine.

The commission agreed with Mr. Kelly's argument that his dependency was a 
job-related disability. However, the commission also says Mr. Kelly should 
be subject to drug tests if he returns to work.

It cited his years of working undercover and assuming different identities.

Mr. Kelly said he hopes his reinstatement sends the message to other 
officers that it's all right to seek help for such addictions.
