RIGHT TO LIFE being inherent in the human person, the many believers in the sanctity of life are not likely to withdraw their call that suspected users of illegal drugs be given a chance to be heard before being silenced on the spot by a bullet.

There are many circumstances that an arresting police officer must sort out in his mind a split-second before pulling the trigger on a suspected drug-user/pusher who is still presumed innocent under the law.

Country 'Drowning' Bishops, UN and Even Vice-President Alarmed at Vigilante Violence

The new Philippines government's war on drugs has already killed almost 300 people since the start of July - but President Rodrigo Duterte wants the authorities to escalate the war.

Mr Duterte shrugged off alarm over the rising body count in his first state of the nation address, declaring that drugs were drowning his country and human rights were no excuse to shield criminals.

"Double your efforts. Triple them if need be," he said in a message to police.

Philippine President Rodrigo Duterte yesterday defended his deadly anti-crime war even as he enumerated a host of big measures to bring economic relief to wage earners, conclude peace with communist and Muslim rebels, fix infrastructure bottlenecks and improve disbursement of government resources through a shift to federalism.

"We will not stop until the last drug lord, the last financier and the last pusher have surrendered or put behind bars - or below the ground if they so wish," Mr Duterte said in his first State of the Nation Address before Congress.

President Joko "Jokowi" Widodo has been urged to cancel the planned executions of drug convicts and review his capital punishment policy as authorities prepare for executions on Nusakambangan prison island, Cilacap, Central Java.

Pakistani Zulfiqar Ali, one of the death row convicts, was transferred on Monday to a secluded prison on the island from a nearby hospital, where he had been treated for cirrhosis since May.

Zulfiqar, 52, was picked up from the hospital at around 11 a.m. to be put in an isolated cell ahead of the third round of executions expected to take place this week.

Indonesia may have felt proud when its delegation was chosen to represent 16 like-minded countries at a UN General Assembly Special Session on the world drug problem at the UN headquarters in New York last April.

For Indonesia, its selection to read a joint statement on behalf of countries that maintain the death penalty showcased trust from others in its persistence to keep capital punishment intact. But Indonesian representatives to the UN forum received boos from many among the 193 delegations attending the session. The jeers sent a message of derision for defending the death penalty as "an important component of drug control policy".

ALBERT EINSTEIN, the most influential physicist of the 20th century, reportedly said that if he were given one hour to save the world he would devote 55 minutes to defining the problem and five minutes to finding the solution.

I think that is a rather lopsided proportion, but it does illustrate the point that we should not jump into solving a problem without spending time to understand it.

Before rushing to solve a problem, whether it be the traffic mess, poverty, or drug addiction and crime, it is best to view it from different perspectives so as to come up with various insights.

The drug war is going big-time, with anti-narcotics agents killing the suspected operator of a shabu manufacturing facility in Valenzuela. Police raiders said Chinese national Meco Tan was shot dead when he tried to flee in his car during yesterday's early morning raid.

Philippine National Police chief Ronald dela Rosa warned that more large-scale drug traffickers would fall in the coming days, amid observations that the drug war has so far focused only on small-scale and mostly low-income street pushers and impoverished drug users.

As noteworthy as the high number of drug suspects being killed daily is the number of cops arrested or themselves slain on suspicion of involvement in the illegal trade, or else relieved from their posts for drug use.

We don't know when the law enforcers lost their way and became lawbreakers. Presumably they were still straight when they joined the Philippine National Police.

PNP applicants are required to undergo psychiatric evaluation and a physical exam that includes testing for a drug habit. The number of cops being implicated in the drug trade indicates something wrong with the PNP recruitment process. Most of the cops apprehended, sacked or killed in the ongoing drug war are/were enlisted personnel who are/were relatively new in the force.

This three-month reign of perceived police terror left at least 2,274 people dead. The government and police implausibly ascribed the deaths to gangland feuding, insisting that only 42 drug suspects were shot by police officers-most of those in "self-defense". In fact, the government openly encouraged the police to carry out extra-judicial killings so that the arbitrary goals of its "war on drugs" could be met on time.

The Narcotics Control Board provided the indices: 1,765 people arrested as major drug dealers and another 15,244 as minor dealers. More than 280,000 "drug pushers" and "addicts" gave themselves up to authorities and were sent for rehabilitation. In all, some 15.5 million pills were confiscated and the street price for the drug doubled or trebled over the course of the three months from February 1 to April 30.

"I will execute you," Dirty Rody warned suspected drug trafficker Peter Lim last Friday in Davao City. "I will finish you off."

As of yesterday, Lim - one of some 400 Peter Lims in Cebu where he lives and of about 4,000 in the Philippines, according to Bureau of Immigration files - had not yet been "finished off."

His face - with "drug lord" smeared all over it - is now known all over the Philippines. But he got an audience with the President of the Republic, and even managed to express support for The Punisher's take-no-prisoners anti-narcotics campaign.

They were the ones who didn't end up dead. Last Sunday, 75 drug users who turned themselves in to the Philippine National Police began dancing away their vice, swaying their hips at a zumba class.

The aerobic fitness session, held in a covered court in Mandaluyong, is part of a six-month detoxification program provided by the city government alongside livelihood training for drug abusers who want to kick the habit and are willing to undergo a lifestyle change.

Rehabilitation can be costly especially for those who have developed a serious addiction to illegal drugs. The nation has limited facilities, whether privately owned or state-run, to wean drug dependents from their habit. Investing in rehabilitation, however, is still better than killing drug dependents. The favorite story of cops - - that drug suspects were killed because they tried, even while handcuffed, to grab their police escort's gun - stretches credulity and insults the intelligence of the public.

BAGUIO CITY - Ifugao Rep. Teodoro Baguilat Jr. called yesterday for a congressional investigation into the spate of killings by police of suspected drug criminals.

In a resolution filed in the House of Representatives, Baguilat said "the Constitution mandates that no one should be deprived of life without due process of law, and that all accused are presumed innocent."

Sen. Leila de Lima has also called for an inquiry into the spate of killings of suspected drug pushers by policemen.

De Lima said that she has prepared a resolution for the Senate investigation, which she will file in the coming days.

Thai experts have rightly commented on the value of treatment and health-centred approaches.

While it may always be best to be prudent when commenting on the domestic affairs of another country, there are times when issues become far too important to stand silently by and politely observe such custom - the current debate on laws governing methamphetamine use in Thailand is one of those occasions.

Drug policy is a dynamic and complex arena and for too long countries have overly focused on investments in law enforcement agencies to address drug use. Whilst no one denies the importance and legitimacy of law enforcement agencies, its lead role in the drug area is an approach that does little to help everyday people and families. Instead, it increases the likelihood of families becoming collateral damage in an ever harmful war on drugs. Nearly all countries agree that arresting and imprisoning people who use drugs has terrible consequences yet when discussion turns to evidence based reform there is little progress and movement towards a health based response and leadership on the issue.

THE BLOODY anti-narcotics drive of President Rodrigo Duterte may have hit a legal hump Tuesday after he publicly identified five high-ranking police officials, three of them still in active service, as being in cahoots with drug lords.

The President now has the burden of proving his accusation since the implicated officials are denying the charges. They are lucky they are still alive to invoke presumption of innocence unlike ordinary suspected shabu-users gunned down while allegedly shooting it out with the police.

Some people I know are thinking of reporting their neighborhood troublemakers, suspected to be drug pushers, to Camp Crame, headquarters of the Philippine National Police, in hopes that the lowlifes will be "neutralized." Or, in the words of the new PNP chief, that their birthdays would be changed to Nov. 2, the day of the dead.

I also know certain folks who have started replying to SMS ads by saying the senders ought to be among the lowlifes eliminated by President Duterte.

DAVAO CITY - For the first time in two decades, Mayor Rodrigo "Digong" Duterte appeared before city employees in Monday's flag-raising ceremony and spoke for nearly an hour about his oft-repeated campaign against drugs, crime and corruption when he assumes the presidency in two days.

Duterte defended his imminent war on crime, hitting out at "stupid" human rights campaigners, and emphasized that the death penalty was for retribution.

"These human rights (groups), congressmen, how stupid you are," he said, as he highlighted their criticism of his plans to impose late-night curfews on children being out in the streets and to reintroduce the death penalty.

As a third round of executions nears, President Joko "Jokowi" Widodo commemorating the UN's International Day against Drug Abuse and Illicit Trafficking on Sunday, took the moment to bolster his tough stance on traffickers.

In a fiery appeal, Jokowi instructed the National Police and the National Narcotics Agency (BNN) to pursue, arrest and "smash" small-, medium-or big-time drug dealers operating in the country and even "shoot them on sight if existing law allowed it", to tell the world that Indonesia was serious in its fight against drugs.
