The state police lieutenant looking into federal criticisms about finances at the Lake County High Intensity Drug Trafficking Area program is challenging federal drug officials' assertions he has begun a "criminal investigation" into the agency.

In a letter this week to Lake County HIDTA chairman and acting U.S. Attorney David Capp, Scott Burns, deputy director of the Office of National Drug Control Policy, said he had "been informed, since our meeting, that the Indiana State Police have commenced a criminal investigation related to HIDTA funds."

Workplace Drug Tests Showed A Big Decline In Cocaine Use Across The Country And Especially In South Florida.

Cocaine use in South Florida's workforce has experienced a sharp decline this year compared to 2006, mirroring a national trend that shows the drug's use at a 10-year low, a leading U.S. testing firm reports.

"The Miami-Fort Lauderdale area saw a dramatic decline of approximately 18.1 percent in cocaine positivity rates among workers," said Barry Sample, the director of science and technology for employee testing at Quest Diagnostics. "This drop may suggest that employees in the area either are choosing not to use cocaine or lack access to the drug."

TALLAHASSEE, Fla. -- A Pasco County man with multiple sclerosis who was convicted of drug trafficking for having a large stash of prescription drugs he said were for pain should receive clemency, his family said Thursday.

Richard Paey has served four years of a 25-year minimum mandatory sentence for drug trafficking. The former lawyer and father of three injured his back in a 1985 car crash and has said he has pain from that in addition to his multiple sclerosis. He argued in court that only large amounts of strong narcotics eased that pain.

Community Wants Safety and Youth Programs, Despite $4 Million Shortfall

LAKELAND -- The message was the same. Don't cut Lakeland police's aviation unit. Or DARE or PAL.

About 50 people, some of them city employees, showed up Monday night to tell the Lakeland city commissioners what they thought of potential cuts to offset a $4 million shortfall brought on by property tax reform and decreased revenue from sales and communication taxes.

Just as some of them did less than a month ago, they told commissioners that public safety and youth programs are crucial.

My 76-year-old mother lives with me, and she takes some serious medications. What am I suppose to do when I pick them up? Have the pharmacist break up the script into 10 bottles, so I can make 10 trips to the store in an effort to not cross some unknown threshold number?

I don't believe any person in his correct mind, if called to be on any jury where there was no crime committed and the prosecution's case was based upon a person having legally prescribed drugs, would even have to leave the jury box to find that person innocent.

Officials at the Hillsborough State Attorney's Office really need to stop wasting our tax dollars. They need to get over this one and move on to important cases.

You win some; you lose some. You lost this one, so move on!

VICTORIA -- The Canadian navy is reviewing its drug-testing program after evidence of widespread cocaine use and trafficking aboard armed military patrol ship HMCS Saskatoon - allegedly involving as many as a third of the crew - has come to light in a series of military trials.

Four sailors have been dismissed from the Canadian Forces and three so far have been convicted of cocaine trafficking, following an undercover investigation by the Forces.

"There's a goodly level of concern with regard to the circumstances and a lot of smart people are putting their heads toward whether there needs to be changes to the random drug-testing program," Lieutenant-Commander Gerry Pash, a spokesman for Maritime Forces Pacific, said yesterday.

I asked my 14-year-old son, who was in the DARE program as a fifth-grader, if he could remember anything he learned from the class. He recited for me: D -- I won't do drugs. A -- I won't have attitude. R -- I will respect myself. E -- I will educate me now.

Our youth from all ethnic, socioeconomic and religious backgrounds face the paths of right and wrong on a daily basis. As parents, grandparents, community leaders, teachers and coaches, we must provide strong messages that reinforce the right choices so that the drug dealers and other detractors do not corrupt and harm our children.

Recently, the RCMP released a warning that Afghan heroin is making its way into Canada, and is becoming an increasing threat to our people. Must we forget that the coalition countries have occupied this territory since 2001?

These findings released by the RCMP are very interesting to those who understand the 2006 report numbers released by the United Nations Office on Drugs and Crime. This really should come as no surprise to anyone who has done his or her research. However, to those who have not, these findings will probably start up the shameful "fear factor" that governments are so fond of perpetrating these days.

An Army Black Hawk helicopter swooped down and scooped up thousands of marijuana plants near Atascadero on Thursday. It was the second major pot-growing operation busted by law enforcement in the county this summer.

With the military's help, about a dozen sheriff's and U.S. Forest Service officials seized 3,667 mature marijuana plants in a rugged area off Highway 41 near Toro Creek Road, according to sheriff's officials.

The street value of the pot seized has not been calculated, officials said.

If the letter-writer wants to live in an Orwellian police state where corrupt governments and militaristic police make and enforce arbitrary rules based on superstition and ideology, then he should go live in one.

But then, if Stephen Harper ever gets a majority, the writer will get his wish: More suppression of civil rights and liberties, and huge prison population explosions, like in the U.S.

A former director of the Drug Enforcement Administration warned federal officials shortly after the September 11 attacks that violent drug cartels from Mexico were teaming with Muslim gangs to fund terrorist organizations overseas.

Asa Hutchinson, who also has been a Homeland Security undersecretary, said that in 2001, DEA agents uncovered the link between the drug cartels and terrorist groups but too few government officials listened.

"I think it's important to recognize that the link between terrorism and drug trafficking exists," said Mr. Hutchinson in a phone interview from Arkansas. "While we are fighting terrorists, we should not neglect our fight against drug traffickers. We shouldn't neglect it, because the link is there."
