WASHINGTON - The US State Department summoned Philippine embassy Charge d'Affaires Patrick Chuasoto on Monday to seek clarification of what it said were "inappropriate remarks" made by President Duterte against US Ambassador Philip Goldberg.

Elizabeth Trudeau, director of the State Department press office, said Chuasoto was called in for an explanation of Duterte's remarks but declined to give further details.

Duterte has openly called Goldberg "gay" and "a son of a bitch."

Duterte's dislike for Goldberg dates back to the campaign period when the diplomat called him out for making a joke about the rape and murder of an Australian missionary during a 1989 Davao City prison riot.

President Threatens to Declare Martial Law

PRESIDENT Duterte yesterday sharply rebuked Chief Justice Maria Lourdes Sereno for cautioning judges not to heed his orders to report to police to explain their alleged involvement in illegal drugs and raised the possibility of declaring martial law in the event of a constitutional crisis between the two coequal branches of government. Sereno had warned in a letter to Duterte on Monday that "it would matter greatly to our sense of constitutional order" if the Supreme Court would be given the chance to discipline members of the judiciary as mandated by law.

DAVAO CITY - The drug war cannot wait for the slow wheels of Philippine justice.

This was President Duterte's response yesterday to Chief Justice Maria Lourdes Sereno's instruction to judges tagged by the government as drug coddlers not to surrender unless a warrant is issued for their arrest.

He warned that if Sereno precipitated a constitutional crisis, he would defy her, and would order all members of the executive branch to do the same.

Asking rhetorically if she would rather have him declare martial law to fight the drug menace, Duterte told Sereno in a nationally televised speech, "There is slaughter every day and you are just interested in the warrant of arrest."

THE PRESIDENT'S "narco-list" came down in the wee hours of the morning last Sunday; like the proverbial thief in the night, it caught many by surprise. And like a piece of work rushed overnight, it was also ridden with errors. The magnitude of President Duterte's release of the list, naming over 150 local government officials, judges and soldiers as involved in drug cartels, cannot be overstated. Depending on which side they are on, lawyers have started to debate whether the list amounts to a systematic violation of the constitutional presumption of innocence or is merely an expression made from the President's bully pulpit.

From 1990 to 2010, the amount of people in state prisons for drug offenses increased by 52 percent according to the American Civil Liberties Union. These arrests for non-violent crimes tore apart communities of color nationwide, separating families and saddling the loved ones of incarcerated individuals with financial burdens - from legal costs to drastic reductions to their household incomes.

And at this point, that's all there is in the case of the four medical marijuana doctors whose licenses hang in legal limbo since the state medical board suspended them last month. But as those doctors wait for their day in court, former employees of MedEval in Colorado Springs - where one of them, Dr. William Stone, practices - are speaking out against their former boss.

Assistant operations manager Lisa Moss who was hired in December and quit June 30, says "it was a clinic for profit, not for patients." She describes a get-them-in-get-them-out kind of attitude toward consultations, with little regard for verification or follow-ups. "Half the time [patients] would only fill out half their intake form, then doc would just sign off on it and that's that," she tells the Indy. "And sometimes, they'd come just straight from the DMV with temporary licenses [to prove residency] and no medical history whatsoever."

WASHINGTON, United States (AFP) - The United States expressed concern Monday over the extrajudicial killings of drug suspects in the Philippines, a key US ally whose newly elected president has launched a bloody war on crime.

President Rodrigo Duterte was swept to power in May after pledging to end crime in the Philippines using the same "shoot-to-kill" methods critics say he employed as mayor of the southern city of Davao.

Since Duterte assumed office at the end of June, police have reported killing more than 400 drug suspects while the country's largest broadcaster ABS-CBN put the death toll at 852 to include reported summary executions.

The Libertarian Party's N.A. Poe Was Keeping a Sense of Humor Amid Challenges From Both Major Parties.

The State Requires the Attorney General to Hold a License to Practice Law. Poe Doesn't.

For N.A. Poe, a marijuana-legalization activist from Philadelphia, running for state attorney general was a lark to draw attention to the issue.

The state Republican and Democratic Parties didn't find it funny.

Both parties filed legal challenges Monday seeking to remove Poe - a stage name for the activism work and comedian act of Richard Tamaccio - - from the Nov. 8 general election ballot as the Libertarian Party candidate.

At our regular village Sunday mass last week, I was listening intently to the parish priest's homily as he discussed the importance of being vigilant about what was happening in the Philippines. He kept talking about the importance of the Fifth Commandant 'Thou shall not kill' and how it is relevant to what is happening on a large scale these past few months.

I think he was trying to remind us not to turn a blind eye to the rising numbers of deaths in just the past two months.
