Medical marijuana's public enemy number one in the Bay Area - US Attorney Melinda Haag - will exit stage-left in September, brightening the future for local business owners and patients, but also increasing the haze.

Haag's exit ushers in a period of legal limbo for Northern California. Locals will not know who their next permanent US Attorney will be until some time after the fall 2016 presidential election, when the next president nominates him or her. "The bigger question is not, 'Who replaces Melinda Haag?' it's 'Who replaces Barack Obama?'" said Dan Riffle, a Marijuana Policy Project lobbyist in Washington, DC.

After 24 Years, and Several Locations, It's Still Going Strong.

"Not so sure about hitting Hempfest this year, bro," said my biggest stoner pal TJ, loading yet another fat bowl of black market Blue Dream. "I mean, we legalized it. What's the point?"

"I'll tell you why," I replied, sucking down the tube. "As soon as I can remember what the question was!"

Amazingly, Hempfest is celebrating its 24th year this weekend. In addition to being the world's largest cannabis rally, Hempfest has always advertised itself as a "protestival," commemorating the advances of cannabis, and protesting the ongoing War on Drugs-and the fact marijuana is still very much illegal at the federal level.

Native Roots says it's the largest medical-marijuana dispensary chain in Colorado, and that number continued to grow with the opening of the company's first Colorado Springs store at 3660 Austin Bluffs Pkwy. last Saturday. Two more area locations are coming, says district manager Andreas Nilsson, and customers should benefit from the fact that they're all part of the same system.

"You can expect superior quality, in terms of product," Nilsson says. "We're a large network, and as a member of our dispensary you get the ability to get member benefits at each of our locations. We have 20 percent off our whole line, which includes everything in the store: That's flower, concentrates, edibles, all of that. We've been offering sign-over specials of $50 ounces here, in our first couple of opening weeks, and we're running a large doctors day this weekend."

Ballot Threshold for Legalization Initiative May Have Been Hit.

This newspaper's tally of nearly half of the new petitions turned in by ResponsibleOhio shows backers of a constitutional amendment to legalize marijuana in Ohio likely will exceed the threshold required to place the issue on the November ballot.

A survey of 13 of Ohio's 88 county boards of election - including five of the largest - found they had validated 42 percent of the new signatures of registered voters turned in by the pro-legalization group ResponsibleOhio.

Electronic music fest draws ire of deputy mayor over drug problems

They could be facing a bad trip of their own - one that orders a drug-tainted music festival straight out of the city.

The festival, billed as the largest electronic music gathering in Western Canada, is called Chasing Summer, and after two consecutive years featuring multiple drug overdoses, talk about chasing the controversial concert out of Calgary has predictably started.

"We're a festival city, with multiple music festivals, and I don't recall these kind of problems happening anywhere else," said Coun. Diane Colley-Urquhart, deputy mayor of Calgary while Mayor Naheed Nenshi is away for the month.

A small group of marijuana supporters rallied outside Vancouver City Hall on Monday as the deadline approaches for applications to the city's new regime of pot dispensaries.

Darcy Delainey, owner of Erbachay Health Centre on Granville Street, knows his storefront is still too close to a nearby school. There are also multiple dispensaries near his location - which the new regulations will prohibit - but Delainey feels it's still worth a shot to apply.

The official deadline is Aug. 21.

"We're the only (dispensary) with a highway between us - everybody else is actually closer to the school," he said.

Glenn Allan Price will get his day in court, but does the prosecution of purveyors of medical marijuana really serve the public interest? Well, if you're the federal Conservative government, pursuing an out-of-touch political agenda, clearly it does.

Price, owner of a recently opened, unlicensed medical marijuana dispensary, was charged by Winnipeg police with trafficking and possession following a raid Aug. 4.

Many speculate an anti-marijuana activist in Vancouver, where dispensaries have proliferated and are licensed by city council, triggered the raid with a complaint to the Winnipeg Police Service earlier this month.

The duo's commitment in distributing medical kits designed to reverse the effects of an opiate drug overdose is a prime example of what the focus of Canada's health-care system should be.

It is a proactive, preventive attack, rather than a reactive stance that fails to address the root problem and which costs society far more - in terms of lives and dollars.

Access to life-saving medication may be limited outside the Downtown Eastside, advocates say

People suffering from fentanyl overdoses require far more naloxone - a drug that reverses the effects of an overdose - than overdoses due to other opiates, and advocates for drug users say recreational drug users outside the Downtown Eastside require better access to the life-saving drug.

"When someone overdoses on heroin, we can usually give them a fairly small dose of Narcan (the brand name for naloxone) and it will reverse the symptoms of the overdose," said Danielle Cousineau, clinical co-ordinator of Insite, a supervised injection site in the Downtown Eastside. "With fentanyl, we're seeing we'll have to give upwards of three, four, five doses of Narcan before somebody starts to wake up," she said. "It takes a lot more of the naloxone to reverse the effects."

Law enforcement: Drug users too often afraid to dial 911 when they need aid

Do you think your spouse or partner would call 911 if they witnessed you having a heart attack? What if they were afraid of the police appearing and arresting them? Would they still call 911?

This is a dilemma drug users encounter on a daily basis. Many studies suggest the most common reason for drug users not calling 911 at the scene of an overdose is a fear of police involvement that could lead to arrest or prosecution.
