The City of Langford and the operators of the Green Tree Medical Dispensary have settled their differences outside of a court room.

Last month the City filed an injunction against the business for operating in contradiction to municipal bylaws.

"Since that time the folks at Green Tree have obtained the advice of legal council," said Lorne Fletcher, the city's senior bylaw enforcement officer. "I would be surprised if they would reopen their doors at this point."

Instead of contesting the injunction in court, Green Tree has agreed to a consent order, "which will effectively permanently close Green Tree from opening in Langford," Fletcher said.

West Shore paramedics and first responders deal with this crisis every day and have had to taken precautionary measures to protect their own. "There's another side to the whole opioid crisis and that's the effect on first responders and paramedics … It takes a massive toll," said View Royal Fire Chief Paul Hurst. "That's first and foremost my concern, the cause and effect it's having on my staff … We watch that very closely."

Paramedics say naloxone doesn't reverse damage done to the brain from lack of oxygen in an overdose

While a lot of emphasis is being put on the statistics relating to overdose deaths, paramedics working on the West Shore are struggling to help the patients they save, but are still ultimately lost.

"One of the issues we have is that naloxone has been touted as a great drug, and it is … (But) it's not the magic pill everyone thinks (it is)," said Brad Cameron, B.C. Emergency Health Services district manager for Victoria. "They depend too much on naloxone as the fix-all."

The timing may be due to the City of Langford's ongoing battle with a medicinal marijuana dispensary or Justin Trudeau's visit to the region. But whatever the reason, the City is calling for action from the prime minister.

Langford Mayor Stew Young has reached out to Trudeau, pleading with the federal government to take quick action to regulate the distribution of medical marijuana. In a letter dated Feb. 21, Young suggested that Health Canada-licensed producers and pharmacies should become the sole distributors of cannabis.

Another arrest made Wednesday, City continues to issue bylaw violation tickets

The saga of the Green Tree Medical Dispensary continues in Langford.

A staff member at the marijuana retailer was arrested Wednesday afternoon, a day after the shop reopened again. Two arrests were made Feb. 15 after West Shore RCMP executed a search warrant on the premises.

Lorne Fletcher, the city's senior bylaw enforcement officer, said Wednesday that bylaw officers have visited - and ticketed - the dispensary almost every day it has been open.

Firefighters treating increasing numbers of drug overdose victims

In the middle of another devastating month for drug overdoses in Greater Victoria, West Shore first responders continue to be on the front lines of some of these calls.

"Our hearts go out to the families that are dealing with these types of emergencies," said Langford Fire Rescue Capt. Lance Caven. He added that the Langford department, along with other West Shore firefighters, are "responding to these calls as part of a team."

The federal government has made its intention to legalize marijuana pretty clear. If that does happen, we could be seeing more than just cigarette butts littering the ground and that's a problem one Colwood resident has had to face first hand.

Maria Klies is heartbroken. After a walk on Sunday, Klies noticed one of her dogs starting to show signs of distress.

"At around dinner time I noticed my miniature pinscher had stroke-like systems," she said. Her husband had taken their two dogs for a walk at Taylor Beach in Metchosin earlier in the day. "We go down there everyday," she added.

A public hearing for a City of Colwood bylaw that could prohibit storefront marijuana sales only drew a handful of participants.

Mayor Carol Hamilton said she counted three members of the public that showed up to voice their opinion on the matter and the discussion at the March 22 meeting was done in about 10 minutes.

Those who spoke compared marijuana storefronts to liquor stores, giving customers the ability to buy at multiple places.

While the federal government has made its intention to legalize marijuana pretty clear, the rules haven't changed yet, said Hamilton.
