NORTH Wales Police Authority chiefs yesterday backed calls for a radical overhaul of drug laws by the chief constable -- to the fury of opponents.

Although the authority stepped back from supporting Chief Constable Richard Brunstrom's call to legalise all drugs, members urged a review of the Misuse of Drugs Act.

But as Mr Brunstrom hailed the support a "fantastic result" Clwyd West MP David Jones said the Home Office had confirmed it was going to boot his ideas into touch.

For many years, I have been able to successfully stick my head in the sand about illegal drug use.

My older child started high school this fall. The sand is crumbling away.

I am in my early 50s. I started using drugs later than some of my acquaintances, earlier than many, and, of course, at about the same time as most of my good friends. I started smoking marijuana in Grade 8. I first tried cocaine in Grade 10. In addition, I enjoyed mescaline, speed and acid during my earlier years in university. I began to drink alcohol late in Grade 11.

POLICE are stepping up enforcement activities against drug trafficking, which usually increases at year-end.

People in the rural areas harvest more marijuana to sell during this period to raise money for festivities and to pay for next year's expenses, including school fees.

There is also a higher incidence of drug-related crime.

Over the weekend, police reservists in Rabaul raided a village and confiscated 4kg of marijuana packed in two big parcels.

The drug was estimated to be worth more than K50,000 on the streets.

Greenfield Board Wants to Take Closer Look at Plan

GREENFIELD - The Greenfield Police Department is offering to bring drug-sniffing dogs to the city's schools, Superintendent Elida Garza said.

Garza discussed the possibility of bringing dogs to Greenfield Union School District's schools, which offer grades kindergarten through 8, at the Oct. 2 school board meeting.

At the suggestion of board President Bob White, a decision on the matter was indefinitely postponed while the district confers with its attorney about any legal pitfalls.

It will take about $15 million over five years -- some of it to set up safe drug injection sites -- to fix a growing drug problem in London's core, city staff told a council committee yesterday.

About one-third of the money -- $1 million a year for five years -- would come from local tax dollars, the rest from federal and provincial governments, community services manager Ross Fair said.

A study requested by council estimates there are about 1,500 homeless people on London streets, while only 360 shelter beds are available. About 40 per cent of shelter users have addictions and 18 homeless people have died of an overdose this year.

Following the death of an SFA student from alcohol poisoning, SFA is being accused of being far more lenient toward alcohol-related incidents than marijuana-related ones.

In a press release, Colorado-based nonprofit group Safer Alternative For Enjoyable Recreation criticized SFA for policies that penalize marijuana use more heavily than alcohol, despite statistics that show alcohol is related to far more deaths than marijuana.

"There is no logical reason why an institution of higher education should punish a student more for using marijuana than for using alcohol and this incident demonstrates what can happen when students are steered toward drinking by such imbalanced policies," said SAFER Executive Director Mason Tvert.

"20/20" co-anchor John Stossel spoke to University of Wisconsin students Monday evening at the Memorial Union Theatre encouraging individual liberty and capitalism in a lecture presented by Collegians For a Constructive Tomorrow.

Stossel graduated from Princeton University in 1969 and joined the ABC news program in 1981. He became an anchor in 2003 and has received 19 Emmy Awards.

Stossel focused his lecture on the dangers of government and the importance of protecting individual rights.

"Individual liberty is the most important thing," Stossel said in an interview with The Badger Herald before the event. "Central planning of all kinds takes people's freedom and their money and makes life worse."

A senior police officer's call for the legalisation of all drugs, including heroin, has been backed by a former chief inspector of prisons.

Lord Ramsbotham argued that the huge number of people in jail with a drug problem proved that current policy, based on "prohibition", was not working.

Richard Brunstrom, the Chief Constable of North Wales, provoked controversy after he said the "war on drugs" could not be won and should be replaced with a radical new approach.

Lord Ramsbotham said: "The present regime has failed in every way. If you look at prohibition of alcohol in the US, it failed. The Chief Constable's suggestions must be considered seriously. We've got to stop the dealers who cause so much misery for society."

Europe has a drug problem, and knows it. But the Europeans' approach to it is quite different from the American "war on drugs." I spend 120 days a year in Europe as a travel writer, so I decided to see for myself how it's working. I talked with locals, researched European drug policies and even visited a smoky marijuana "coffee shop" in Amsterdam. I got a close look at the alternative to a war on drugs.

Europeans are well aware of the U.S. track record against illegal drug use. Since President Nixon first declared the war on drugs in 1971, the United States has locked up millions of its citizens and spent hundreds of billions of dollars (many claim that if incarceration costs are figured in, a trillion dollars) waging this "war." Despite these efforts, U.S. government figures show the overall rate of illicit drug use has remained about the same.

The number of students living in on-campus housing exceeds the number of Americans in prisons for the first time ever, according to a U.S. Census Bureau report.

While the number of inmates has reached an all-time high of two million people, nearly 300,000 more are living on a college campus, according to the September report.

However, the apparently good news has another side: There are three times as many black people living in prison cells than in dorms.
