THE Philippine Drug Enforcement Agency (PDEA) said that seven policemen in Region 6 were charged criminally and administratively for bungling drug cases that have been filed in court.

They are Police Officer 2 Alfonso Precia, Police Officer 3 Stephen Siblag, Chief Inspector Carlito Guion, Police Officer 1 Albeto Precia Jr., Police Officer 1 Jovito Quiatchon, Inspector Roberto Nino and Police Officer 2 Armen Penuela.

All are from Iloilo City Police Office and Iloilo Provincial Police Office, said Superintendent Rolen Balquin, PDEA regional director for Western Visayas.

Drug Users Should Think Thrice If They Shift From Shabu to Using Anesthetic Drug.

The Bureau of Food and Drugs (Bfad) said aside from its hypnotic side effects, an overdose of ketamine, a generic term for an anesthetic drugs, can lead to respiratory failure and paralysis.

When one is caught buying ketamine over-the-counter in drug stores or using the drugs without prescription, they could end up in jail, said Senior Police Officer 4 Ernesto Gonzales, chief of the City Anti-Illegal Drugs Special Operations Task Group.

One of every 138 U.S. residents is now serving time. Get-tough policies enacted in the 1980s and 1990s -- like three-strikes laws in California and other states -- have swelled the jail and prison inmate population to a record 2.1 million, according a new federal report.

Many criminal justice experts believe that longer prison terms and tougher parole rules helped push down the crime rate over the last decade, in part by keeping repeat offenders locked up. So a bill by Rep. F. James Sensenbrenner Jr. (R-Wis.) upping already harsh sentences for low-level drug offenders can only be a good thing, right? Wrong.

Following several weeks of discussion, a strange debate is finally winding down in Tazewell County. A two-page article in the pages of Time magazine last month that chronicled the region's rampant drug problem also prompted widespread anger among county officials and community leaders, many of whom argued the unwanted national media attention painted an ugly picture of the region.

The magazine article itself was criticized by all five members of the county's Board of Supervisors, who argued that it failed to mention anything positive about Tazewell County.

I read with interest your article about the new bylaws to combat pot growers. While I am all in favour to keep organized crime out of our cities, I wonder if the full impact of these bylaws is being recognized as the erosion of our so-called charter rights that it is.

One of the most important points of our Charter of Rights and Freedoms is that no one can invade and search your home - be it rented or owned - without a warrant.

A Party That Wants To Legalize Marijuana In B.C. Now Has A Full Slate In Langley.

The B.C. Marijuana Party is making its presence felt in Langley.

The BCMP now has a candidate running in the Langley riding for the upcoming provincial election - 21-year-old Chris Scrimes.

The Walnut Grove resident couldn't enter the race in his home riding of Fort Langley-Aldergrove because BCMP leader Marc Emery has already decided to run there.

This is Scrimes's first attempt at seeking public office. It's also the first provincial election he'll be able to vote in (he just missed the age cut-off in 2001).

A B.C. Marijuana Party candidate currently in prison kicked off his campaign for a Surrey provincial seat Monday.

Don Briere, incarcerated in Abbotsford for violating parole, has decided to take another run for the riding of Surrey-Tynehead.

"I'm a victim of the war on marijuana and Ottawa's failed criminal prohibition," Briere said in a release Monday. "My time in prison has only reinforced my belief that our laws need to change, and change quickly."

Elections BC's Jennifer Miller confirmed there's nothing prohibiting Briere from running, and District Electoral Officer Jerry Della Mattia said Briere's nomination is just being reviewed. All 25 people who nominated him must be eligible to vote in the riding.

Stephen E. Baril, a candidate for the Republican nomination to run for attorney general, said yesterday that if he's elected he will promote a faith-based drug rehabilitation program for jail inmates.

Baril's opponent, Del. Robert F. McDonnell of Virginia Beach, has become the first attorney-general candidate to advertise on television.

Baril, a Richmond lawyer, said he will pattern his program after Project RISE, a program used in the Henrico County jail.

McDonnell's ad shows him as a tough-on-crime family man who is a tax-cutting former prosecutor.

BATON ROUGE -- The illegal manufacturing of methamphetamine is rampant in rural Louisiana, Grant Parish Sheriff L.R. "Pop" Hattaway told a Senate committee that approved restricting the sales of Sudafed and other over-the-counter drugs used in makeshift labs.

Testifying in favor of Senate Bill 24 by Sen. James David Cain, R-Dry Creek, Hattaway said his office has discovered and destroyed 10 active meth labs in the past six months in Grant Parish. Another 10 abandoned labs were found within the past year.

GATLINBURG -- Much has been done, but the country has a long way to go in the fight against meth and the war on terror, speakers said Tuesday at a regional law enforcement conference.

The problem of methamphetamine production, addiction and suffering by the families of users is being seen in every state, Karen Tandy, administrator, U.S. Drug Enforcement Administration, said.

Tandy said collaboration among agencies at every level has led to major busts and the reduction of LSD, cocaine and Ecstasy use. Meth remains a problem, but she said use among teens is down.

MONTGOMERY - Sudafed and similar medicines would be kept behind store counters in Alabama, with customers having to show identification to buy them, under a proposal approved by legislative committees Tuesday.

Lawmakers say the changes are needed to clamp down on the manufacture of the illegal stimulant methamphetamine.

"Law enforcement just needs some help," said Rep. Frank McDaniel, D-Albertville, sponsor of the House version of the bill.

Under the bill, products such as Sudafed with the sole active ingredient pseudoephedrine or ephedrine - the key component in cooking meth - would have to be kept behind store counters or in a locked case.

After fleeing to Canada in an effort to avoid incarceration, medical-marijuana activist Steve Kubby continues his fight with Placer County seeking to have the charges against him dismissed.

Kubby's attorney, Bill McPike, and Chris Cattran, deputy district attorney for Placer County, faced off in an Auburn courtroom Friday.

McPike filed a petition for writ of error coram nobis, a motion to vacate judgement, with the court Friday. Cattran reportedly filed a response, whereupon McPike requested additional time to review. The pair will return to court May 16 for further proceedings.
