TULIA - Hog farmer Joe Moore was wrongly convicted of selling cocaine and sent to prison for 90 years.

He lost more than his freedom. He lost his livelihood and he lost his health, as his diabetes worsened while he was behind bars.

A high-profile legal battle discredited the accusing police officer and led to pardons for Moore and 34 others this summer. Some found bitterness in their return to Tulia. Many still struggle to rebuild.

Moore begins anew in this small Panhandle farming town of about 5,000 residents where the testimony of undercover agent Tom Coleman put him and others in prison.

A major restructuring aimed at re-positioning the National Drug Law Enforcement Agency (NDLEA) throughout the federation has been effected by the Chairman/Chief Executive of the agency, Alhaji Bello Lafiaji.

A statement signed by the assistant director, public affairs of the agency, Mr. Jonah Achema, stated that the organisation has been delineated into 37 State Commands, which are made up of the 36 states and Abuja.

According to Achema, nine special Area Commands, have also been established including Murtala Mohammed Interna-tional Airport, Lagos and Nnamdi Azikiwe International Airport, Abuja.

Two pot-smoking, nudist reverends - who call marijuana the "tree of life" - have a genuine legal argument based on freedom of religion that they should be allowed to toke, says a federal judge.

Justice Frederick Gibson refused the federal government's request to throw the novel case out of court, instead allowing it to go to trial.

Brothers Michael Baldasaro and Walter Tucker, the bishop and abbot of the Church of the Universe in Hamilton, Ont., say they feel closer to God when they smoke "the holy plant."

Just days before he died of a drug overdose, a distraught George Cefai told YMCA he had been "thrown out" of Mount Carmel Hospital leaving him with nowhere to stay.

"Who killed George Cefai? He played a part in his own death, but as organisations and the state, how many more such deaths do we need before we tackle this problem," YMCA Valletta chairman Jean Paul Mifsud asked.

After seeing all the media representatives, police officers and court officials gathered around his corpse on Sunday, YMCA felt it could no longer remain silent and continue to watch similar cases fall through the gap.

KABUL - The US-led coalition force in Afghanistan must address the country's drug trade because the huge opium and heroin crops are being used by militants to fund their activities, the top UN drug official has warned.

Mr Antonio Maria Costa, executive director of the Vienna-based UN Office on Drugs and Crime, said in an interview here on Tuesday that there were indications that persons carrying out violence in Afghanistan were financing their attacks with drug trafficking, and in some places forcing farmers to grow opium poppies.

Richard Stagno Navarra's reminder that 10 years have passed since the presentation of the Meli report is appreciated. Though Mr Stagno Navarra may feel that the contribution of the committee that worked hard to come up with the Meli report has been forgotten, I can assure him that in the past 10 years many young people and their families have silently appreciated the service they received and the chance they were given to renew their life.

I have been working in the field of substance misuse for the past 10 years and have witnessed the change for the better that the service has undergone. I appreciate and fully agree with Mr Stagno Navarra's suggestion that 10 years since the presentation of the Meli report should instigate a review of the suggestions that remain valid today.

Randall County has a problem that in some people's eyes very well could become a crisis if the county fails to devote substantial resources to battling it.

Methamphetamine is on the rise in rural sections of the county. Law enforcement officials, prosecutors and elected officials are promising to spend more money than planned on the arrest, prosecution and imprisoning of those who deal in meth.

Let the battle begin.

County Judge Ernie Houdashell has proposed a budget of $344,340 for the Narcotics Regional Team, which is charged specifically with getting rid of the meth labs scattered throughout the county. The team comprises Sheriff's Department and Criminal District Attorney's Office personnel.

UWI principal Dr Bhoe Tewarie is prepared to crack down on illegal drugs on the St Augustine campus.

"I want this campus to be a drug-free zone and I am prepared to deal severely with drugs, drug consumers and drug pushers," said Tewarie.

He made the statement last Friday when he addressed some 2,000 new students at the Freshers Orientation and Icebreaker Programme.

Up until Friday, there were 3,400 newly-registered students, some of whom were not at the orientation session, which was held at the Sport and Physical Education Centre on the campus.

IF YOUR POCKET'S feeling rather thin, here's an antidote: A survey of teens and parents released by the National Center on Addiction and Substance Abuse says that the most effective way to keep kids off drugs is to stay involved with them--keep them busy, teach them to handle stress, and don't give them too much money. CASA President Joseph Califano says that "parents and their conduct and attitudes have an enormous impact on their children." It's time, not money, that will help kids stay straight.

Teenagers are buying party packs containing a cocktail of drugs and recommendations on how to take them, a Wellington drug educator says.

WellTrust executive director Pauline Gardiner said the packs often contained a tablet of Ecstasy, a cannabis cigarette and methamphetamine, with written instructions on the order in which they should be taken to get maximum effect.

Ms Gardiner said the packs, which cost about $200, surfaced at the same time "P" - a pure form of methamphetamine - began to make a small mark in counselling figures. Cannabis and alcohol remained the most commonly used drugs for teenagers.

Convicted meth maker Gregory Beckman, 42, told police his brother was shooting at him with paint balls filled with acid, so Beckman shot him in the head.

Police say, however, they think the Frayser brothers were feuding over a stolen tank of anhydrous ammonia, a key material in the production of methamphetamine, also called "crystal meth," "bikers' coffee," or "crank." The purer product is referred to as "ice," and is generally produced in mega-labs on the West Coast.
