Lieutenant Accused Of Stealing Money, Drugs

The head of the Evidence Department for the East Baton Rouge Parish Sheriff's Office was arrested Tuesday, accused of stealing money, drugs and weapons from the evidence room and possibly jeopardizing an unknown number of criminal cases.

Lt. Gwendolyn L. Carroll, 66, was arrested after a search of her house, at 2016 Government St., turned up scores of evidence envelopes stashed in 18-gallon plastic tubs, according to an arrest warrant.

Deputies found evidence from about 130 cases at Carroll's house, though that number may change as the investigation continues, Sheriff's Lt. Col. Greg Phares said Wednesday morning at a news conference.

The result of her work is almost always the same, but Lisa Savage thinks her job is anything but dull. "It's almost like finding the pieces of a puzzle," she said.

Savage has been working for the past two years as a microbiologist for the City Constable's Office in Baton Rouge, testing evidence from cases of open container violations and misdemeanor marijuana possession.

In the past, testing evidence in such relatively minor cases was given low priority amidst a backlog of evidence at the Louisiana State Police Crime Lab, said Constable's Lt. John Lawton, who heads the office's Special Projects office and oversees the testing program.

The drug arrest of two sixth-graders at Northeast Elementary School in January caught many people by surprise and are a reminder that problems with drugs and crime extend beyond the city limits. On Jan. 30, a 12-year-old boy was arrested for selling marijuana and an 11-year-old girl suspected of buying drugs from him was arrested for possession of marijuana. Six other sixth-graders admitted to at least handling the drugs and all eight were recommended for expulsion.

Prescription drugs. Harmless? Not likely.

I know, I know, Russ Fagaly wrote a column on the antidrug pregnancy ad. The bastard may have beaten me to it, but I am taking it to the next level -- writing it on drugs. No, no -- ON drugs. Granted, vicodin is legal and yes, I have a legitimate reason to take it (back contusion equals lots of pain), but that doesn't diminish the effects of the drug.
