Supporters Say Vancouver Injection Site Saves Lives; Detractors Say It Legitimizes Drugs, Jane Armstrong Writes

VANCOUVER -- Robert Simmons's morning routine is the same every day: He showers and shaves, then hops on a commuter train to Vancouver to feed his heroin habit.

Mr. Simmons's destination is the Downtown Eastside, a fitting endpoint for a man who equates his morning heroin fix to a jolt of caffeine. These 10 square blocks are the drug mecca of Canada, where the sight of hollow-eyed addicts is as much a part of the city landscape as the mountains and ocean.

TORONTO - The University of Toronto has just played host to an important conference, titled "The Politics of Obesity," at which scholars from various academic disciplines examined the claim that North America is facing a health crisis because of increasing weight. The consensus was that we are not: a conclusion that will only surprise those who rely on diet doctors, rather than on social scientists, for information on the topic.

America loves to export health hysteria, as illustrated by the comments of U.S. drug czar John Walters, who is upset by signs that Canada is implementing a rational policy in regard to marijuana. "The kind of marijuana coming from Canada is the crack of marijuana," Walters says. "It is dangerous. It is destructive."

For years, the police have claimed that so much marijuana is grown in Canada that this country has become a major supplier to the United States. Soft sentences are to blame, the police say, and the government has agreed: Legislation doubling maximum sentences for growing pot is expected in the fall.

Before that happens, however, federal Justice Minister Irwin Cotler might want to read the most recent report on the drug situation in the United States, prepared by the U.S. Justice Department.

Rolling Rally: Part Revival, Part Town Hall

Education, Prison Alternatives Are Among Concerns

At a get-out-the-vote rally that was part tent revival and part town hall meeting, several thousand people vowed Saturday to vote against candidates in the Nov. 2 election who fail to support alternatives to prison, better funding for public education and greater civil rights for immigrants. The Rev. Joseph Jackson, president of MICAH, calls on rally attendees to vote.

"Here's the message we want everyone who holds public office or wants to hold public office to hear: We, the people of faith, vote . . . and we care about more than gay marriage and where they put the Ten Commandments," said Lois Glover, president of WISDOM, a coalition of congregations in southeastern Wisconsin that sponsored the Rolling Thunder rally at U.S. Cellular Arena.

More than 30 people have been charged with drug-related offences after a rave party south-west of Cairns.

Police are concerned by the amount of the drug known as "ice" found at a weekend rave party on the Atherton Tablelands in far-north Queensland.

Police found a quarter of an ounce the drug, as well as marijuana, ecstasy and cocaine when they searched people at the Millaa Millaa party on Friday and Saturday night.

It is hard to pinpoint the exact moment in American history when we decided that justice was too important to be left to the judges. But it was a big mistake.

It was a mistake that is becoming more obvious to more people. One of them is a man with an office on Salt Lake City's Main Street, someone who not only has every reason to be worried about the issue, but also has the power to do something about it.

7US: Marijuanalike Chemicals in Brain Seem to SootheMon, 20 Sep 2004

Natural brain chemicals similar to those in marijuana seem to calm nerve cells, a new study shows.

The active ingredient in marijuana, tetrahydrocannabinol, is a cousin to brain chemicals called endocannabinoids. In the latest issue of the journal Nature, scientists from Stanford University School of Medicine in California say they have discovered that certain brain cells calm themselves down when they release endocannabinoids. Marijuana may exert its effects in the same way.

The finding may help in developing medications that simulate beneficial effects of marijuana, but not its mind-altering properties. The researchers also say that understanding how cannabinoids work could lead to better treatments for epilepsy.

Could pot smokers help solve Chicago's budget woes?

A Chicago Police sergeant thinks so -- and his plan is getting serious attention from the department's top brass.

Tom Donegan, a sergeant in the Wentworth District on the South Side, was fed up with making arrests for small amounts of marijuana -- only to see judges dismiss the charges. The last straw was when a convicted drug dealer's case was dropped.

So he drew up a proposal for Chicago to write tickets for people caught with small amounts of marijuana -- instead of locking them up. Donegan estimates the city could have raised nearly $5 million in fines in 2003 alone, based on court records he obtained.

Keith Saunders had expected to use a microphone yesterday to address tens of thousands who support the decriminalization of marijuana. Instead, he needed only a megaphone to be heard by the several hundred who showed up at the gathering, the 15th annual Boston Freedom Rally.

"You folks came out in a hurricane because you believe in this so much," Saunders said to the cheers of enthusiasts, who were jammed into small tents on a corner of the Boston Common, many of whose feet were buried in mud. Saunders and other organizers of what is normally one of the nation's largest annual marijuana culture festivals didn't get the 40,000 people they had expected. Only about 400 showed up in the driving rain, and only four of the expected 50 vendors turned out to hawk T-shirts, posters, and CDs.

How a Residence for Formerly Substance-Abusing Students Helps Them Stay Sober

As the first week of school wound down, Nick, 20, a sophomore at Case Western Reserve University in Cleveland, Ohio, was feeling pretty comfortable in his new digs, a still tidy five-bedroom, red clapboard house he shares with three other guys on the edge of campus. He didn't know any of them well when the semester began, but he knew they had a couple of things in common. All four are in various stages of recovery from substance abuse, and each is a charter member of Recovery House, a new residential program at Case designed to help students with drug and alcohol problems stay clean and sober.
