BAY CITY - The Bay City Commission on Monday night put a halt to any new medical marijuana dispensaries in the city for the next six months.

The city has three known groups operating as dispensaries, or compassion clubs, that either sell or exchange medical marijuana.

City officials asked for the six month moratorium while they put regulations in place on the facilities, as well as await court rulings to see if the dispensaries are legal.

"We're dealing with a very poorly written law here," said Bay City Mayor Christopher Shannon about the state's medical marijuana law. "Think of (the moratorium) as a time out. It gives us time to sort out what are responsibilities are in regulation."

MT. MORRIS - Vicki McVay said it wasn't too long ago that she felt safe enough to walk to her job at a Saginaw Street gas station.

Now, as police say the drug trade in the 1.2-square-mile city is skyrocketing, McVay's car is never far away.

"I live three blocks away and would love to walk to work at 3:30 a.m.," she said. "But it's not gonna happen."

The more than mile-long main road through town is becoming a haven for small-time drug dealers, said Mt. Morris Police Chief Keith Beaker.

Tight City Budget Threatens Anti-Drug Officer Positions

As Port Huron makes plans to cut its DARE program at local schools next year, supporters of the drug and alcohol resistance program have come out in full force to try and save it.

The city is planning on cutting the DARE officer position, along with the community service officer position, as it faces a budget crisis brought on by the multi-million dollar sewer-separation project.

The city anticipates savings more than $730,000 in the next five years with the elimination of the two positions.

Groden Says Background Checks Needed

Anyone hired by St. Clair County in the future may be required to undergo a background check and drug test.

County Administrator Shaun Groden proposed the idea to the county Board of Commissioners to change the county's hiring policy.

Currently, very few county employees undergo any type of background check. The main exception is uniformed officials, such as sheriff department deputies and courthouse security personnel.

It is not known why the county never has had a policy on performing background checks on new hires.

Felony Could Send Suspect To Jail For Overdose Fatality

A 43-year-old Port Huron woman was arrested Friday on charges she supplied another woman with a lethal dose of heroin.

Kim Larvins, 30, of Port Huron died Feb. 9 after 10 days in a drug-induced coma, said Port Huron police Sgt. Jeff Baker.

Larvins was found unconscious Jan. 30 on the porch of a home in the 1100 block of Lapeer Avenue. An autopsy showed Larvins died of a heroin overdose. Police are not releasing the name of the woman arrested until she is arraigned Sunday in St. Clair County District Court.

Every day Pam Walsh thinks about her son and how he shouldn't have died.

Jamie Walsh died in October 2004 from a drug overdose after ingesting fentanyl, a strong pain medication, at a Port Huron party.

Following the recent news of people dying in cities across the country, including Detroit, from heroin laced with fentanyl is bringing the pain back for Walsh of Harrison Township.

Lack of knowledge about the painkiller fentanyl is one reason people are dying from using it, a Detroit doctor said.

The prescription painkiller is extremely strong and when taken at the wrong dosage can put the user in a coma and shut down the respiratory system, said Dr. Kirk Mills, doctor of emergency medicine and medical toxicology at Detroit Receiving Hospital.

ADVERTISEMENT "There isn't anything fentanyl does that is any different than morphine, codeine or heroin," Mills said. "It just so happens you don't need very much of fentanyl to create the effect."

Port Huron Officer Taking Over School Anti-Drug Program

When Steve Harrington was growing up, he either wanted to be a teacher or a police officer.

Harrington, 25, chose police work.

Now, as Port Huron's newest in-school Drug Abuse Resistance Education officer, he'll get to live out his other career dream.

"This fills the void," he said. "I like to teach. It's one of my interests."

Harrington will teach his first D.A.R.E. class Jan. 24. He takes over for Officer Karen Brisby, who is returning to road patrol after three years as a D.A.R.E. officer.
