Nearly 14 years after the use of medical marijuana was legalized in Hawaii, medical marijuana patients may have a legal way to purchase it, rather than just grow it themselves, within the next few years.

The 21-member group tasked with crafting guidelines for a state-monitored medical marijuana dispensary system is recommending that at least one dispensary be opened in four of the state's five counties by the start of 2017.

Members of the Hawaii Medical Marijuana Dispensary Task Force, which was created during the last legislative session and convened shortly afterward, also agreed that state Department of Health officials should offer at least 30 licenses for medical marijuana producers beginning on June 1, 2016.

DALLAS - Oregon wide receiver Darren Carrington and running back Ayele Forde will not play in Monday's national championship game after positive NCAA drug tests, coach Mark Helfrich said Saturday.

Carrington did not travel with the team to Dallas after testing positive for marijuana. The results of Forde's test were not immediately clear.

Helfrich said the team has faced many issues during the season, including injuries. But he insisted that the team is not distracted heading into the first College Football Playoff title game.

Penny Ashley knew her son had a heroin addiction problem and did everything in her power to get help for him, but it still proved to be not enough.

She along with other family members and friends are grieving the loss of Jacob Charles Ashley of Southgate, who died Sunday, Jan. 4, 2015, at the age of 21.

Born in St. Marys, Ohio, on Oct. 26, 1993, he moved to Wyandotte in 2004. He graduated from Roosevelt High School and then went on to Henry Ford Community College in Dearborn where he participated in Ford Automotive Student Service Educational Training. The ASSET program is a 24-month, six-semester associate's degree training program that provides students with skills to succeed in the automotive industry. He graduated from the program and was working in the body shop at Southgate Ford.

Keira MP Ryan Park has thrown his support behind Labor leader Luke Foley's push for a more ambitious approach to medicinal cannabis.

Mr Park, a long-time advocate for the availability of the drug, has echoed the call for bi-partisan action to ensure people can "get some comfort from this drug and not feel like a criminal in the process".

"I am very supportive of the fact that Luke has put this issue on the agenda because, to be frank, I think it is one that has been kicked around for too long," Mr Park said.

As one Newton mother found out, a big part of battling addiction is finding help.

Deaths tied to heroin and opiate use are on the rise in New Hampshire, but treatment options are limited.

In 2014, at least 213 New Hampshire deaths were drug-related, according to Kim Fallon, the chief medical investigator for the Office of the Chief Medical Examiner.

A number of cases are still pending, she said, so that number could rise.

Of those 213 deaths, 53 were from the pain medication fentanyl, 33 were from heroin, 20 involved both heroin and fentanyl, 102 had fentanyl as a contributing drug and 82 had heroin as a contributing factor, Fallon said.

Wollongong police have defended the use of drug detection dogs, despite data showing up to 61 per cent of searches in the Illawarra returning no result.

Data provided by NSW Greens MP David Shoebridge showed there were 156 searches conducted in Wollongong after a drug dog indication in 2013, but drugs were found in only 60 of those searches - what Mr Shoebridge calls a "false positive" rate of 61 per cent.

There were 69 searches in the Lake Illawarra area in 2013 with drugs found in 41 cases, while 10 drug searches in the Shoalhaven turned up four positives.

Citizen initiatives have proven a popular feature of state politics ever since they won approval in 1912, less than a quarter century after Washington became a state. It's true that the initiatives serve a valuable function when our elected officials - for whatever reasons - - refuse to acknowledge the will of the people on a particular issue.

The drawback to initiatives is they offer a one-size-fits-all solution that is not subject to the give-and-take of the legislative process. The vetting by state lawmakers and the amendment process help identify unintended consequences of legislation and usually resolve them before they become law. Initiatives, on the other hand, offer clunky implementation that frequently warrants legislative intervention.
