Councilmembers Postponed Vote When Ordinance Discussed in August

The Roseville City Council will reconsider a proposed ordinance to prohibit backyard medical marijuana plants.

The item was introduced to the council in July and essentially shelved in August when councilmembers postponed the vote.

Under Proposition 215, California patients with a valid doctor's recommendation have the right to possess and grow pot for personal medical use. Cities have been able to regulate how, when and where medical marijuana is grown.

During the Feb. 15 council meeting, Roseville resident Jack Wallace asked the council to bring back the proposal because of citizens' concerns over the "skunk-like" odor emitting from the backyard cultivation of marijuana.

Requests More Time to Consider Proposed Ordinance That Prohibits Outdoor Medical Marijuana Cultivation

Roseville patients who use medical marijuana will have to wait a little longer to find out if they will be allowed to continue growing their weed outdoors.

The Roseville City Council considered a proposed ordinance during Wednesday's meeting that would ban outdoor medical marijuana gardens in response to residents' concerns about these gardens in their neighborhoods, especially the odor.

After hearing from several opponents of the ban, the council decided to hold off on making a decision until they could do more research and find out how similar ordinances have worked in other cities.

Parents Should Learn Signs Of Use, Administrators Say

Officials at Woodcreek High School are urging parents to learn the warning signs of Ecstasy use after a rash of incidents at the campus involving the so-called "club drug."

The discovery of multiple students' use of the drug was the topic of a community forum held Monday night inside the Woodcreek library. About 35 parents turned out for a briefing on the incidents and to learn the dangers of a substance that enforcement officials say is making a comeback.

A new legal team representing medical marijuana activist Steve Kubby appeared in an Auburn courtroom Wednesday requesting their client's case be heard by Judge John Cosgrove.

Cosgrove presided over the original jury trial in which Kubby, 59, was sentenced in 2000 to 120 days jail time for possession of psilocybin and mescaline.

"What I want to do for Steve is have the case sent back to Cosgrove for a complete felony sentencing to occur," said Kubby's new attorney David Nick in a telephone interview. Nick did not appear in court, instead sending a representative.

Marino Faces 19-Count Federal Indictment

A former Placer County man who operated the Capitol Compassionate Care medical marijuana dispensary in Rose-ville is in federal custody on charges stemming from a 2004 raid of that bu-siness.

Richard James Marino, 52, formerly of Newcastle, was arrested without incident at 7:15 a.m. Friday in the driveway of his Fort Bragg home by agents from the U.S. Drug Enforce-ment Agency, said Gordon Taylor, special agent in charge of the DEA's Sacramento office.

If you want kids to learn about the danger of using drugs, leave it up to the big kids.

They won't just teach - they'll rap.

"You're too smart to start, listen to your heart, you know you've got to think, before you take a drink, yo," recited Sidney Raey-Gonzales, one of four Gates Elementary fifth-graders who performed a "Drugs Away - - You've Got the Power" rap for the school during a Red Ribbon Week assembly Monday afternoon.

Medical Marijuana Sold in Roseville Store

The small lobby of Capitol Compassionate Care was packed Monday afternoon. At least 10 people crowded in to purchase medicinal marijuana at Roseville's newest business.

Open for a little over a week, storeowner Richard Marino said business was slow at first, but is booming now. By 4 p.m. on Monday he had run out of several kinds of marijuana.

"People are just so grateful to have a safe place to come and get their medicinal marijuana, instead of getting it off the streets," said Marino, who lives in Rancho Cordova and also uses the marijuana for medical purposes. "I've had nothing but positive comments."
