Earlier this month, the White House outlined its 2014 Drug Control Policy, which clearly stated it is growing increasingly concerned by the potential transition from prescription opioid abuse to heroin and injected drug use.

Drug overdose is now the leading cause of accidental death in America. Hollywood is not immune. Actor Philip Seymour Hoffman died from a toxic mix of drugs, including heroin and cocaine, earlier this year. In 2013, "Glee" actor Cory Monteith died of an overdose of heroin and alcohol.

Although its use has declined in recent years, particularly among young adults, it has still been responsible for thousands of British deaths over the past decade. Heroin use can never be safe, but it can be made safer, which is why today's announcement that aluminium foil will be made available to addicts is a sensible measure.

The province's health minister says the effectiveness, or lack thereof, of a new heroin treatment regime must be evaluated before he'll get involved.

Terry Lake's comments follow an open letter sent Tuesday by the Vancouver Area Network of Drug Users (VANDU) to government and health officials claiming that the switch from methadone to Methadose in February has had "alarming side effects" on up to a quarter of patients in the Methadone Maintenance Program.

"We are deeply concerned by the number of us, our friends, colleagues and loved ones who are relapsing - using heroin or other opiates to deal with this withdrawal - in many cases, after years of abstaining," the letter reads.

OTTAWA COUNTY - Ottawa County first responders have a new weapon in the war on drugs and combating drug-related deaths from opiates, and it comes in a tiny class vile.

Every Ottawa County Sheriff's deputy will carry two doses of Narcan, the brand name for nasal naloxone, a new nasal spray used to prevent and reverse a drug overdose from opiates, including heroin and methadone.

In the event of a subject overdosing, a deputy will administer the spray into the nasal passages, effectively closing the opiate receptors and breaking the high.

Their chances of dying from a bullet are nothing compared with the risk of a fatal drug overdose.

The men are told how to recognize the signs of an overdose: Pale or bluish skin. Faint pulse. Slow or labored breathing. "They may sound like they're snoring," Rebecca McGlodrick, a volunteer instructor, says, but when someone is overdosing the noises mean they're "struggling to take a breath."

A controversial new Tennessee law to drug-test applicants for public benefits has already resulted in the Department of Human Services disqualifying people seeking aid since the rules went into effect July 1.

Four people were turned down because they refused to participate in any part of the drug screening process. Six other people willingly submitted to a drug test, and one tested positive. Officials with the Department of Human Services say they are making contact with that applicant for further action - which could include referral to a drug treatment program as a condition of receiving benefits or disqualification if the person refuses.

This fall, a routine visit to the University of Vermont's student health center - say, for a sprained ankle - will expose the patient to an entirely new routine.

The ankle will be examined, of course, but the student will also be offered an opportunity to disclose how much he or she has been drinking, or smoking weed, or using other drugs, including heroin.

Any such disclosure will be voluntary - and confidential, with no legal or disciplinary ramifications. It might have nothing to do with the ankle sprain. But it might lead to further conversations or interventions that will affect the student's well-being long after the ankle has healed.

It's hardly a secret that this state's medical marijuana law is a joke and the hapless Department of Public Health's handling of dispensary licenses has served only to confirm that.

The 2012 ballot initiative - envisioned by pot advocates as a mere way station on the road to full legalization - included a laundry list of "debilitating medical conditions" for which the drug could be "prescribed," but the bottom line was it could be for any "other conditions as determined in writing" by a "qualifying physician." That might explain why those seeking licenses wanted to locate either as near to college campuses as they could get or in areas that already hosted, say, a methadone clinic.

Needle exchange facilities in Mission have been operating for years despite a district bylaw prohibiting the activity. Now, Mission council is considering lifting the five-year-old ban in order to support harm-reduction strategies and protect the community's vulnerable drug users.

Drug overdose rates in Mission are two times higher than the provincial average, according to statistics from Fraser Health, and the medical health officer for the Fraser East region hopes to reach out and help more people by increasing needle exchange services.

The outgoing Minister of State for Primary Care Alex White has removed legal impediments to the use of medicinal cannabis .

In one of his final acts in the Department of Health before moving to his new role as Communications Minister, Mr White signed regulations enabling the sale of products that alleviate symptoms of multiple sclerosis.

Approval for their use in Ireland was dependent on changes to the Misuse of Drugs Regulations under legislation controlling supply and possession.

It will pave the way for the sale of drugs such as Sativex, with extracts from the the cannabis plant.

There are also changes to methadone prescriptions, requiring handwritten details of patients and details of dosage.

A medical study of Canadian cancer patients challenges the claim that marijuana is a so-called "gateway drug," says a Nanaimo man who was involved in the research.

Phillippe Lucas returned last week from the annual symposium of the International Cannabinoid Research Society conference, where he presented the as-yet unpublished research paper.

Lucas, who is the Tilray vice-president of patient research and services, has a doctorate from the University of Victoria and is a graduate researcher with the Centre for Addiction Research B.C.

Recent local conversation about a methadone clinic moving into the old Shoppers Drug Mart building downtown suggests the need to pause and explore some of the reasons and research behind why PCCHU supports a collaborative Made-in-Peterborough drug strategy that embraces harm reduction alongside our prevention, treatment and enforcement efforts.

The term "harm reduction" refers to evidence-based strategies such as providing clean needles, methadone treatment or Naloxone. It's fully understandable why some people may view harm reduction as counterproductive and controversial. After all, aren't we just enabling "those people" to continue using harmful drugs that are often illegal? But strong, conclusive research and many decades of practical experience have taught us that harm reduction efforts work to reduce the harms and associated costs of substance misuse.

"Methadone" summons up old, stereotypical ideas of drug addiction. However, a good majority of people undergoing methadone treatment are ordinary folks who've become addicted to a drug far more prevalent than heroin: prescription opiates. Ocycontin. Dilaudid. Percocet. These little pills, easily obtained legally and illegally, are a growing, horrible problem in Canada, Peterborough included.
