There was a captivating point made during the consultations on how recreational marijuana should be retailed in B.C. once it's legal next July.

The B.C. Government Employees Union and an association of private liquor stores are both keenly interested in shunting all those dispensaries off to the sidelines and snagging monopoly rights to sell marijuana. The union wants the jobs, and the association wants the business. They made their pitch to government under the banner of the "Responsible Marijuana Retail Alliance of B.C."

Prince George-Mackenzie MLA Mike Morris said the provincial government has made a good first step on regulating recreational marijuana use, but the issue is complex and a lot of work remains to be done.

On Tuesday, the NDP government unveiled plans which will set the minimum age for marijuana use at 19, see recreational marijuana distributed through the B.C. Liquor Distribution Branch and pledged to develop a retail model with both public and private sellers (see related story).

"I'm glad to see they've arranged for a point for the distribution," Morris said. "There needs to be strict controls who whoever grows it. They need to control the quality... and the THC content of the drug. Public health is one of the big concerns we had."

How to price, tax legal weed to stamp out the black market

For the owner of Uncle Ike's, one of the biggest marijuana shops in Seattle, the teenagers who come through his legal storefront to score weed are some of the clearest indicators the black market is on the wane.

"Underage kids try to sneak into our store with fake IDs from the local high schools," says owner Ian Eisenberg. "Because there is no pot being sold at the local high schools anymore."

Non-smoking buildings can extend rule to marijuana under new legislation

Tenants hoping to grow legal marijuana plants in their homes might soon have to deal with a new kind of drug enforcement - from their landlords.

The government introduced legislation Tuesday to give landlords the right to prohibit the use, sale or growing of marijuana inside rental units. It's only one part of a string of amendments to the Residential Tenancies Act that empower landlords in Saskatchewan.

Justice Minister Don Morgan told reporters he doesn't intend for the rules to affect the possession of dried marijuana, but only live plants and smoking.

MANITOBANS will be prohibited from growing marijuana for recreational purposes at home after cannabis is legalized in 2018, should the provincial government's new Safe and Responsible Retailing of Cannabis Act become law.

The bill was introduced by Justice Minister Heather Stefanson in the provincial legislative assembly Tuesday.

Although the federal Cannabis Act will allow Canadian adults to grow up to four cannabis plants at their home, Stefanson said her government was banning the practice, primarily for two reasons.

"This approach is consistent with our commitment to protect youth, and also responds directly to concerns that homegrown cannabis may be diverted to the black market," she told reporters Tuesday.

KIRKLAND LAKE - Councillor and Finance Chair Pat Kiely is skeptical municipalities will see extra revenue from an excise tax on cannibis.

The Trudeau government says it is willing to give provinces and territories a bigger share of the revenue from a federal excise tax on cannabis, provided that the extra money is devoted to helping municipalities cope with the impact of legalizing recreational pot.

The feds have proposed giving provincial and territorial governments half of the estimated $1-billion annual excise tax take once weed becomes legal next July.

British Columbia will introduce a system of public and private retailers to sell recreational cannabis and set a minimum age of 19 to buy and use the drug when it is legal next year.

Solicitor-General Mike Farnworth released the NDP government's preliminary vision for legal cannabis on Tuesday after a consultation process that received nearly 50,000 submissions and sought input from First Nations and local governments.

However, the precise details of how those public and private sales will be regulated won't be released until the end of next month, and Mr. Farnworth said the province is still determining whether the hundreds of people currently selling cannabis illegally through dispensaries will be allowed to enter the new market.

Re: Marijuana legalization

I agree with the letter to the editor from Rita Dillon. Don't we have enough situations that degrade we Canadians at this time?

Do we have to have marijuana for entertainment purposes? Is there not enough sickness around that cannot be controlled?

One day the use or possession of marijuana is against the law of the land, then it's encouraged to be used.

Talk about sick. Maybe some of our politicians need a good looking at, starting from the top.

AS first reported in the Free Press, the Safe and Responsible Retailing of Cannabis Act will set the minimum age to buy and possess cannabis in Manitoba at 19, one year higher than the legal age requirement for purchasing alcohol.

Tuesday's announcement means Manitoba is set to be the only province where the legal ages to use alcohol and cannabis don't match.

Zach Walsh, a native Winnipegger who studies cannabis as a psychology professor at the University of British Columbia, said the age differential in Manitoba "seems a little incongruous."

Council also decided to set up a process in January and February to ask the public what it thinks about recreational cannabis businesses in Nelson.

"Do you want recreational cannabis dispensaries, where might they be, how many, what should the bylaws include in terms of consumption? And we want to hear from a broad spectrum of the community," Mayor Deb Kozak said.

There is a high incidence of marijuana use among fatally injured B.C. forestry workers

(20 to 30 per cent), and Manitoba employers would be well advised to educate their workers on the harms posed by marijuana use.

Canadians need look no further than to the country's health watchdog, Health Canada, for credible information and evidence-based advice on this matter. Health Canada's consumer information web page states unequivocally that using marijuana can impair concentration and reaction time. It is well established by scientific research that the less-than-regular user of marijuana products should not operate a motor vehicle for at least eight hours after consuming 18 mg or more of marijuana.

While support for cannabis legalization has grown tremendously in recent years, it's also true that there isn't unanimous consensus that it's the right thing to do.

However, it's also the case that legalization is for all intents and purposes a done deal, and so arguments against it are rather moot at this point. Moreover, bizarre and irrational arguments against legalization are not only moot, but really only serve to embarrass and discredit those making them.

For Alberta's new United Conservative Party, dabbling in such foolishness would represent a totally avoidable self-inflicted wound. Obviously, the Rachel Notley government did not legalize cannabis, but rather - as is the case with every other province - is designing and implementing regulations around legalization.

Cries of anger, disappointment and disgust rang throughout a Sydney courtroom on Monday when a judge ruled Donald James Campbell was to stay in jail until a bail hearing on Friday.

Campbell's supporters packed the courtroom on Monday. His mother, overcome with emotion, had to be taken out by wheelchair after the verdict.

Campbell is one of three people charged after Cape Breton Regional Police Service raided two commercial properties and two residential properties on Friday. During the raid, an estimated $200,000 worth of drugs was found plus $20,000 cash.
