Rebagliati, the first Olympic gold medalist for Men's Snowboarding at the 1998 Winter Olympics, was initially disqualified after THC, the main ingredient in marijuana, was found in his system in a drug test. The decision was eventually overturned since cannabis wasn't a banned substance but Rebagliati maintained the positive drug test was the result of second-hand smoke. Province sets 19 as minimum age to buy pot You'll have to be 19 to buy recreational marijuana in Manitoba and only eligible medicinal users will be able to grow weed at home. If provincial legislation introduced Tuesday passes as is, the minimum purchase and possession age for recreational cannabis will be one year older than both the federally required minimum and Manitoba's legal drinking age. MANITOBANS will be prohibited from growing marijuana for recreational purposes at home after cannabis is legalized in 2018, should the provincial government's new Safe and Responsible Retailing of Cannabis Act become law. The bill was introduced by Justice Minister Heather Stefanson in the provincial legislative assembly Tuesday. Although the federal Cannabis Act will allow Canadian adults to grow up to four cannabis plants at their home, Stefanson said her government was banning the practice, primarily for two reasons. KIRKLAND LAKE - Councillor and Finance Chair Pat Kiely is skeptical municipalities will see extra revenue from an excise tax on cannibis. The Trudeau government says it is willing to give provinces and territories a bigger share of the revenue from a federal excise tax on cannabis, provided that the extra money is devoted to helping municipalities cope with the impact of legalizing recreational pot. Council also, planning public consultation on new cannabis rules Nelson council will place a moratorium on the opening of recreational cannabis retail businesses in Nelson until July 2018. At its Monday meeting, council made this commitment in anticipation of as-yet-unknown provincial and federal rules about recreational marijuana cultivation and sales. Council also decided to set up a process in January and February to ask the public what it thinks about recreational cannabis businesses in Nelson. "Do you want recreational cannabis dispensaries, where might they be, how many, what should the bylaws include in terms of consumption? While support for cannabis legalization has grown tremendously in recent years, it's also true that there isn't unanimous consensus that it's the right thing to do. However, it's also the case that legalization is for all intents and purposes a done deal, and so arguments against it are rather moot at this point. Moreover, bizarre and irrational arguments against legalization are not only moot, but really only serve to embarrass and discredit those making them. For Alberta's new United Conservative Party, dabbling in such foolishness would represent a totally avoidable self-inflicted wound. Obviously, the Rachel Notley government did not legalize cannabis, but rather - as is the case with every other province - is designing and implementing regulations around legalization. Medical marijuana dispensary raid angers clients Cries of anger, disappointment and disgust rang throughout a Sydney courtroom on Monday when a judge ruled Donald James Campbell was to stay in jail until a bail hearing on Friday. Campbell's supporters packed the courtroom on Monday. His mother, overcome with emotion, had to be taken out by wheelchair after the verdict. Campbell is one of three people charged after Cape Breton Regional Police Service raided two commercial properties and two residential properties on Friday. Ontario is in the middle of an opioid crisis, Grey Bruce Health Unit program director Lynda Bumstead and Hope Grey Bruce member Dave Roy told Brockton council. Bumstead said one person dies every 10 hours in Ontario from an opioid overdose. In 2016, there were eight deaths in Grey Bruce linked to opioid overdose. "There are many, many more individuals suffering from overdoses and addictions every day in Grey and Bruce," Bumstead told council last week. That's a win As Canada hurtles towards the legalization of marijuana next year, the provinces and territories have begun outlining their regulations for the drug. So far, the regimes we know about have been a decidedly mixed bag. Ontario and Quebec have gone full narc. Quebec is flat-out banning home-grown plants - even though federal rules allow for four per person. Ontario is planning absurdly harsh punishments for any lingering grey-market dispensaries that might compete with its government retail monopoly, which will only see 40 stores to start.
