SAN YSIDRO, Calif. - Mexican traffickers are sending a flood of cheap heroin and methamphetamine across the U.S. border, the latest drug-seizure statistics show, in a new sign that America's marijuana decriminalization trend is upending the North American narcotics trade.

The amount of cannabis seized by U.S. federal, state and local officers along the boundary with Mexico has fallen 37 percent since 2011, a period during which American marijuana consumers have increasingly turned to the more potent, higher-grade domestic varieties cultivated under legal and quasi-legal protections in more than two dozen U.S. states.

We have heard a great outcry for the legalization of marijuana in the past few years. Even so-called experts such as our party leaders and doctors are getting on the bandwagon.

Dr. Jurgen Rehm, director at the Centre for Addictions and Mental Health states, "Canada's current system of cannabis control is failing to prevent or reduce the harms associated with cannabis use."

Consider this logic: he admits it harms people's mental health and yet he would like to make it more accessible.

Oakville trainer's canine detector crew exposes drugs, bombs and other contraband

Whether it's trying t o expose an ex for drug use during a custody battle, finding residue of a stash in your kid's bedroom or sweeping a stadium for explosives, there is a canine sniffer company offering to help.

For years, law enforcement agencies have relied on professionally-trained dogs to detect all sorts of contraband, including drugs, explosives and firearms.

Oakville's Dave Walker, of Command Response Dogs, has spent 30 years in the private detector dog service industry working for clients that include private schools and large stadium operators.

Wollongong police have defended the use of drug detection dogs, despite data showing up to 61 per cent of searches in the Illawarra returning no result.

Data provided by NSW Greens MP David Shoebridge showed there were 156 searches conducted in Wollongong after a drug dog indication in 2013, but drugs were found in only 60 of those searches - what Mr Shoebridge calls a "false positive" rate of 61 per cent.

There were 69 searches in the Lake Illawarra area in 2013 with drugs found in 41 cases, while 10 drug searches in the Shoalhaven turned up four positives.

As Narcotic Trade Shifts Toward Caribbean, More Coordination Is Possible

The river of illegal drugs rushing north through Central America and the Caribbean tends to avoid one conspicuous hook-shaped obstacle.

Cuba is surrounded by countries used as cartel way stations. But it has distinguished itself as a tough place to traffic drugs - and as an unlikely behind-the-scenes partner with its decades-long rival, the United States.

While the U.S. and Cuban governments have squared off over politics and the American economic embargo for generations, they have also quietly cooperated on drug-enforcement issues, passing information on movements of suspected drug boats through the Caribbean. As relations may be warming between the United States and Cuba, and Latin American drug flows to the United States are shifting away from Mexico and toward the Caribbean, the narcotics issue could be a source of further cooperation between the two countries.

For the first time ever, Congress has gone on record opposing federal intervention against state-sanctioned marijuana businesses in states like New Mexico that have medical marijuana programs.

Thank you for making the case for civil forfeiture reform in your recent editorial ("Time for civil-forfeiture reform," Web, Nov. 17). Right now, police can confiscate cars, cash and homes without charging owners with a crime. Vague allegations of drug trafficking don't justify turning protectors of the peace into financial predators. The drug war threatens the integrity of a country founded on the concept of limited government.

Warrantless government surveillance, drug-sniffing dogs in schools and random drug testing have led to a loss of civil liberties while failing at preventing drug use. A majority of European Union countries have decriminalized marijuana. Despite marijuana prohibition and perhaps because of "forbidden-fruit" appeal, lifetime use of marijuana is higher in the United States than it is in any European country.

Law Enforcement Needs to Stop Extorting Innocent Victims

The D.C. Council later today will vote on whether to adopt a package of reforms designed to restrict the ability of D.C. law enforcement officials to seize the property of those connected to, but innocent of, wrongdoing. Civil forfeiture has been termed "policing for profit," because in many states and local jurisdictions law enforcement agencies that seize such property are allowed to keep the cash realized from its sale or the cash itself if that is what is seized, and use it as they will.

LA Canada High Asks That the District Resume the Practice, Halted in 2010.

Officials are considering bringing back drug-sniffing dogs to La Canada High School, four years after they were removed amid concerns over students' rights.

Supt. Wendy Sinnette said school administrators asked that the district resume the practice, halted in 2010, to prevent students from bringing marijuana and other drugs onto campus.

The issue was discussed last week by board members of the La Canada Unified School District.

The district revised its policy on canine searches to bring it more into compliance with students' 5th Amendment rights, but Sinnette said legal counsel recently suggested the language could be even more specific.

I completely disagree with Gary Trout ("Drug dogs do not belong in our schools," Oct. 19).

As both a teacher and parent of a high school freshman, I'd be thrilled to know that the rules are being enforced and our campuses are being kept safe for all students.

Having the dogs on campus is not a "negative" message and only causes "fear" in those who've done something wrong.

The message to kids is the adults here care about us to make sure we make good choices and keep us from being surrounded by those who don't.

I'd much rather have my son round the corner into an officer and his trained dog than into a group of kids smoking pot - or worse.
