The confrontation has been heightened because of suggestions that the US negotiating team is pushing a hardline, Bush administration "war on drugs", in contrast to the EU position which supports "harm reduction" measures such as needle exchanges.

Talks are said to be at breaking point in Vienna where representatives have gathered to hammer out a new UN declaration in time for a signing ceremony at a drugs summit in mid-March. Negotiations, which have been going on for three months, are due to resume tomorrow with no indication of a breakthrough.

Stop Fighting Bush's Wars

As someone who cares about humane drug policy, I expect politicians to disappoint me. Obama created a rare glimmer of light here with his honesty about his own experience--but his choice of drug warriors like Joe Biden and Rahm Emmanuel for high level posts has made me wary.

Now, with a new raid on California's medical marijuana dispensaries and with Bush holdovers trying to push the UN to drop support for needle exchange and other harm reduction programs in its document to set drug policy for the next ten years, I am beginning to lose hope.

Vienna-based UNODC Executive Director Antonio Maria Costa said in an interview released by Austrian weekly Profil that drug money often became the only available capital when the crisis spiralled out of control last year.

"In many instances, drug money is currently the only liquid investment capital," Costa was quoted as saying by Profil. "In the second half of 2008, liquidity was the banking system's main problem and hence liquid capital became an important factor."

The United Nations Office on Drugs and Crime had found evidence that "interbank loans were funded by money that originated from drug trade and other illegal activities," Costa was quoted as saying. There were "signs that some banks were rescued in that way."

The House of Lords will be debated 'the United Nations Declaration on countering the world drug problem', in the Main Chamber, January 21st at 11am. The debate was led by Baroness Meacher (cross bench) who called on the Government to follow the recommendation of the 2002 Home Affairs Select Committee to debate alternatives to prohibition at the UN level at this year's upcoming 10 year review of UN drug policy in Vienna.

The answer, according to a report by a group of prominent academics and government advisers, is to change the law to allow the state to prepare and distribute the drug for recreational use.

This controversial proposal comes from a commission assembled by the Beckley Foundation, a British charity dedicated to exploring the science of psychoactive substances. "The damage done by prohibition is worse than from the substance itself," says Amanda Feilding, the founder of the Beckley Foundation.

IN 1998, the United Nations held a general assembly special session on drugs and set 2008 as the target date to eliminate, or significantly reduce, the world's drug production and use.

Well, here we are in 2008, and while we've certainly come a long way, drugs still remain a worldwide problem.

The elimination of drugs is an ideal many would like to see achieved, but we need to approach drug issues in a realistic and pragmatic manner. Fortunately, the next UN initiative sees the potential to formulate realistic goals and some positive changes for the future, including to the drug control conventions which govern global drug control, and to which many countries (including Australia) are signatories.

It slams Ottawa and Toronto for their free crackpipe programs, and says the cities are contravening international drug trafficking control treaties by providing drug paraphernalia to addicts.

"The distribution of drug paraphernalia, including crackpipes, to drug users in Ottawa and Toronto, as well as the presence of drug injection sites, is also in violation of the international drug control treaties, to which Canada is a party," says a report by the UN's influential International Narcotics Control Board, released in Vienna on Wednesday.

Bob Geldof's Live Aid concerts and Bono's Drop the Debt campaign have been vital in raising political awareness and money to tackle the continent's economic crisis. Stopping the trade in blood diamonds and promoting fair trade with Africa have been two other favoured causes of the celebrity elite.

Nearly 100 delegates representing non-governmental organizations (NGOs) from the US and Canada and involved in the health, treatment, prevention, criminal justice, human rights, alternative development, prohibitionist and consumer sectors assembled for the two-day forum at the Morris J. Wosk Centre for Dialogue.

On February 4-5, 2008 in Vancouver, BC, the second of two "Beyond 2008: North America Regional Consultations" took place in preparation for a 4th International NGO Forum on UN Drug Conventions. It was held at the Morris J. Wosk Centre for Dialogue, http://www.sfu.ca/dialog/, a venue extremely conducive to this type of event with it's circular seating arrangement and clear audio system.

I represented the Canadian Cannabis Coalition - an umbrella group founded in 1999 that now has over a 130 national cannabis advocacy organizations and stakeholders along with some international affiliates, including 16 other attendees.

Delegates Work To Revise UN Drug Policy

A United Nations forum on drug policy yesterday agreed that "over-reliance on law enforcement" causes deaths, fuels crime and unfairly targets "poor people of colour."

Former Vancouver mayor Philip Owen said after the Beyond 2008 conference in Vancouver that "drug-policy reform won the day because most rational people on the front lines realize that the war on drugs has been a miserable failure."

The conference drew about 80 delegates from all over North America and is one of several being held worldwide before a drug-policy discussion slated for Vienna this July.
