DECRIMINALISATION OR PROHIBITION?

Sir: That the Government should oppose the use of drugs may be a moral
decision (letter, 19 August), but the means of enforcing such a policy
should be chosen objectively. If the evidence suggests that
decriminalisation, rather than prohibition, is most likely to minimise drug
use, then it should be considered, regardless of any moral scruples.
