WHAT'S WRONG WITH THIS PICTURE?

WHAT'S WRONG with this picture? I read constantly that crime is down.
The White House releases data stating that crime is the lowest that it
has been in recent history. Why, then, would Orange County need to
expand its jail facilities, unless Orange County, unlike the rest of
the nation, is experiencing an increase in crime?

If that is so, then perhaps officials should investigate the reasons
rather than just trying to accommodate the perpetrators.
