NEEDLE EXCHANGES SHOULD EXCHANGE ONLY

I REFER to the dangers of discarded used syringes. Why call it a "needle
exchange" programme when it is not? As a Queensland Health medical adviser
says, it is not a "one-for-one needle exchange". Is it any wonder that
needles are discarded haphazardly? Exchange should be enforced: no new
syringe unless the used one is handed back to be disposed of properly.
