Representative Tim Robertson said New Hampshire's prisons are being filled with non-violent offenders who made the mistake of being caught with small amounts of marijuana. But the House Criminal Justice and Public Safety Committee urged the bill be killed saying marijuana was a dangerous and addictive drug.
