No one is naive enough to think that the three arrests are the actual number of crimes committed. I don't use marijuana, but I feel that a person should be allowed small quantities of marijuana, as long as it is not such an amount as to be obvious of intent to sell. These minor violations are a waste of time for the police, courts and occupy needed jail space and should never be considered under "three strikes."
