A court in Toluca, 35 miles west of Mexico City, refused to extradite Everardo Arturo Paez Martinez, citing a lack of evidence, attorney Eugenio Zafra Garcia said. It issued its ruling last week. Paez Martinez, 30, is suspected of being a top lieutenant of Mexico's most violent drug gang, based in the border city of Tijuana.
