LOCAL MATTERS: 

I AM in almost total agreement with Alan Cochrane's 'Just say no to a drugs
campaign that has zero resonance' (Commentary, Jan 25), but I must question
his wishing a 'truly national approach' to a drugs policy.

Just last year, a report from the think-tank Demos, sponsored by the Joseph
Rowntree Foundation, recommended local policies and not national ones. This
is because the subcultures which use drugs vary across the country, and
problem users require different resources in different areas.
