I don't think that's necessarily true. Although a majority of Canadians support legalization, there are many who do not. In order to make it acceptable to the widest number of Canadians, some compromises have been made: age restrictions, impaired-driving enforcement and carrying limits. It is not unfettered legalization, but regulated, not unlike alcohol and tobacco. When all is said and done, any adult will be able to legally buy a reasonable quantity of marijuana or grow a few plants suitable for personal use.
