The 81 barangays in Cebu Province that were initially declared by the
police as drug-free are still subject for validation, a top-ranking
official said Tuesday, January 3.

Chief Superintendent Noli Talino, Police Regional Office (PRO)-Central
Visayas director, said that it is up to the Cebu Provincial Anti-Drug
Abuse Office (CPADAO) to declare a barangay free from drugs.

"Yung sa amin, hindi pa naman final yung report ng Cebu Province. Ang sabi
ko sa kanila for recommendation as a drug-free barangay pero hindi pa
final yun. Ipapa-validate pa natin 'yun (For our part, the report from the
Cebu Province is not yet final. What I told them was only to submit a
recommendation of drug-free barangays but these are not yet final. This
(recommendation) will still be validated," said Talino. "So if I will not
approve it then it's back to zero."

The Cebu Provincial Police Office (CPPO) supposedly cleared barangays
Cabongaan, Campo, Consuelo, Esperanza, Himensulan, Montealegre, Northern
Poblacion, San Isidro, Santa Cruz, Santiago, Sonog, Southern Poblacion,
Unidos, Union and Western Poblacion in San Francisco town; and Adela,
Altavista, Cagcagan, Cansabusab, Daan Paz, Eastern Poblacion, Esperanza,
Libertad, Mabini, Mercedes, Pagsa, Paz, Rizal, San Jose, Santa Rita,
Teguis and Western Poblacion in Poro town as drug-free.

Both towns are located in the Camotes Island, Cebu.

Part of the validation process is checking with the police station
commanders on their basis for declaring a barangay free from illegal
drugs, particularly shabu.

According to the Dangerous Drugs Board, a community will be cleared of
illegal drugs when: there is no drug supply; it is not being used as a
drug transit or transhipment point; it has no shabu laboratory, chemical
drug warehouse, or marijuana cultivation site; and it has no resorts or
other places being used as drug dens.
