CORNING CITY COUNCIL INTRODUCES BUTANE RESALE RESTRICTIONS

Corning - Due to the apparent danger of butane being used to make 
honey oil, a form of marijuana, the city council introduced an 
ordinance Tuesday that would regulate the resale of the fuel.

The proposed ordinance would prohibit a retailer to sell a customer 
more than two cannisters during a single transaction in a 30-day 
period. It also would prohibit the possession of more than 840 
milliliters, or two cannisters, by anyone not selling the product.

Recently a butane honey oil explosion happened within the city of 
Corning, causing more concern.

City Attorney Jody Burgess explained the process of how the honey oil 
is made. He stated the butane essentially strips the 
tetrahydrocannabinol or THC, an active ingredient in marijuana, from 
the plant. That makes it a stronger, more potent oil that could be 
sold for a much higher value.

Butane is a highly flammable gas often used in large quantities for 
the manufacture of honey oil, which can present substantial risk of 
catastrophic fires, said Kristina Miller, city manager.

Anderson, Red Bluff, Redding and Shasta Lake, as well as Shasta and 
Tehama counties, have all recently introduced ordinances regulating 
the sale and possession of butane to address these public safety 
concerns, Miller said.

The council voted unanimously in favor of the ordinance and waived 
the first reading. It will be brought back to council for a second 
reading at a future meeting.
