MARIJUANA BILL GETS LEGISLATURE'S APPROVAL

Senators passed the bill that would put the question of legalizing 
medicinal marijuana to voters.

In session today, senators passed Bill 215 by a vote of 14 to 1.

The road to legalizing the drug is far from over, however. The bill 
still needs the governor's signature.

If it becomes law, then the Legislature has 45 days to provide 
arguments for and against legalized marijuana, to be included in an 
informational pamphlet that will need to be distributed to all 
voters, according to Guam Election Commission Executive Director 
Maria Pangelinan.

Pangelinan said pamphlets would be distributed to voters to inform 
them about about the legislative submission, and the Election 
Commission would publish sample ballots in the newspaper.

The question that would be placed on the ballot is: "Do you support 
the Joaquin 'KC' Concepcion II Compassionate Cannabis Use Act of 
2013?" The two options for voters are simply "yes" and "no," the bill states.

Sen. Tina Muna Barnes and Sen. Aline Yamashita introduced the bill 
last year. It is named after the late Joaquin Concepcion, also known 
as KC Concepcion, who died from cancer last year.
