STATE'S PREROGATIVE

The Feb. 1 article "Oakland, feds fight over pot dispensary" is 
missing one important constitutional issue. In order to implement 
Prohibition, we had to amend the Constitution to give the federal 
government the authority to regulate alcohol. No such amendment has 
ever passed in regards to cannabis. As such, per the 10th Amendment 
of the Constitution, cannabis regulation belongs to the states.
