Marni Soupcoff nailed it. The best ways to drive up sales and price 
is to ban books, movies, alcohol and any type of drug. Since our 
government is unlikely to legalize the sale and use of marijuana, I 
suggest that they take a passive role in finding and shutting down 
"grow-ops" and respond only to complaints. The wholesale price would 
drop. Organized criminals would look elsewhere for high margin 
profits and law enforcement personnel would have time to address real crime.
