DRUG CZAR VISITS CANADA

declared an end to the "War on Drugs" -- preferring less combative
language, and a focus on treatment over punishment, although he
remains a strong opponent marijuana legalization -- visits Ottawa for
a panel on youth drug prevention standards and a meeting of the
Canadian Centre for Substance Abuse.
