MORATORIUM ON MMDS IS EXTENDED UNTIL DEC. 22

The Windsor Town Board extended the moratorium on processing medical
marijuana applications - again.

"This is necessary because of the ordinance that will appear on the
November ballot," said Windsor Town Attorney Ian McCargar, presenting
the emergency ordinance during the board's regular session Monday night.

The moratorium extension will prevent the town from being obligated to
process applications under the regulatory ordinance passed July 27.

"By allowing the moratorium to expire in September, it would have put
us in the position of licensing and processing applications under the
threat of having to revoke them if the citizens choose to ban medical
marijuana facilities in November," McCargar said.

The moratorium, under the emergency ordinance, would be extended until
Dec. 22.

Medical marijuana first became an issue last December, when the town
board learned that in addition to In Harmony Wellness Center, which
had opened in June, and A New Dawn Wellness Clinic, which opened
earlier in December, there were six other dispensaries in the process
of opening in Windsor.

The town board put a moratorium into place to prevent the opening of
other dispensaries while they began work on an ordinance. Work was
halted after a couple of work sessions to wait until after three new
board members, Mike Carrigan, Kristie Melendez and Don Thompson were
seated in April.

The board passed its regulatory ordinance in July.

However, earlier this month, a citizen-initiated petition spearheaded
by former town board members Nancy Weber and Michael Kelly was brought
before the board.

On Aug. 9, the town board declined to approve the request to ban
dispensaries outright and instead voted to place it on the Nov. 2
ballot for a community decision.
