CHILDREN'S TREATS USED TO SMUGGLE CONTRABAND

Kinder Surprise eggs that usually contain small toys for youngsters
are being repacked with tobacco and drugs and smuggled into jails and
courtrooms, Port Hope Police Chief Ron Hoath says.

His officers report an increasing number of such finds hidden in
washrooms near the second-floor courtroom in Port Hope, Police
Services Board members were told at their most recent monthly meeting.

The chief recounted a particular instance when the "Kinder Surprise
capsule" contained compressed tobacco, a condom and lubricant. The
prisoner would use the latter two items to "secrete it in his anal
tract and sell the tobacco in the jail."

"Due to the ban on smoking at provincial institutions, that much
tobacco can be sold inside for about $200," he said.

It is also a big problem at the federal Warkworth Institution,
especially with the smuggling of drugs, Hoath said.
