Think about it. Drug addicts wandering around a family neighbourhood with little kids and old people? That is a recipe for disaster. And when something happens, people will wring their hands and say nobody could have seen this coming. How about a better idea? Waive the rezoning fee. Leave the clinic where it was, as that was a pretty good location for everyone.
