Let me see if I follow him correctly. About a million heroin users and 3.3 million cocaine users are in the United States. About 305 million people are in the United States. That means about 1 percent of the U.S. population is using illegal narcotics. Chapman seems to be basing the legalization of these narcotics on the findings of a Latin American commission. Since when does a Latin American commission of 17 people and about 1 percent of our population dictate United States' law? Legalizing cocaine and heroin is wrong.
