If it does get legalized, the cartel and any others affiliated with drug dealing will decrease slowly. That's not because it will be everywhere, but because the income and cost of marijuana will be priced lower. Then everyone would be able to purchase it anywhere, with tax. It would bring crimes and any other type of acts of violence down because the cartel and dealers wouldn't have to fight for who gets the "biggest dealer award." There would be enough dope for everyone. Rules and regulations will be set, of course, like any other product out on the market.
