I did a temporary Friday morning shift at Co-op radio in the spring of 2003, a few months before Insite opened later that year. I recall stepping around people shooting up in the doorway there. As well, "culture of entitlement" sounds a bit like "axis of evil." It's a nice phrase to whip up opposition and manipulate a point of view. It doesn't belong in any phrase that describes activities going on in Canada's poorest postal code. I do think, though, that "culture of entitlement" could be applied to the police force and those with the power to enforce policies on issues they seem to know relatively little about.
