Attorney General Tom Corbett announced yesterday. The large-scale, $11 million methamphetamine ring was allegedly being operated in Bucks and Philadelphia counties and New Jersey and was investigated under the name of "Operation Breed on a Wire," Corbett said. "Today's arrests are the result of a continuing investigation into the distribution of meth in southeastern Pennsylvania centering around outlaw motorcycle gangs," Corbett said. "In today's arrests we have not only taken down the main meth dealers in the region, but we have also arrested the leaders and key members of the Breed outlaw motorcycle gang," The investigation into the Breed began with an undercover drug buy of meth in 2005. As the investigation progressed, court authorized telephone taps were used and the case was placed before a Statewide Investigating Grand Jury, which recommended that the attorney general file criminal charges. The two kingpins of the ring were identified as John "Shameless" Kovacs of Jackson, the New Jersey Mother Chapter Club president of the gang and John "Junior" Napoli of Levittown, the president of the Bucks County Chapter, according to the grand jury. The jury found that Napoli was responsible for the crystal meth distribution network in both states. The Attorney General's Bureau of Narcotics Investigation agents estimate that Napoli and the Pennsylvania chapter of the Breed were responsible for distributing more than 120 pounds of crystal meth from May 2005 through June 2006, which has an estimated street value of more than $11.25 million. Kovacs, 41, of the sixth block of Butterfly Road, Jackson, is charged with eight counts of distribution of meth, conspiracy to distribute meth, participating in a corrupt organization and criminal use of a phone. Napoli, 33, of Appletree Drive, Levittown, Pa., was charged with 68 counts of distribution of meth, conspiracy to distribute meth, participating in a corrupt organization, criminal use of a phone, money laundering, prohibited offensive weapon, person not to possess firearms and possession of drug paraphernalia. Also arrested were: - - William A. "Tattoo Billy" Johnson, Jr., 30. of the 4800 block of Bergen Street and 3632 Morrell St., Philadelphia, Pa., who was charged with distribution of meth, conspiracy to distribute meth, participating in a corrupt organization, money laundering, criminal use of a phone, prohibited offensive weapon, persons not to possess firearms, drug possession and drug paraphernalia. - - Christopher "Slam" Quattrocchi, 35, of the 230 block of Walnut Street, Bristol, Pa., who is charged with distribution of meth, conspiracy to distribute meth, participating in a corrupt organization and criminal use of a phone. - - Charles L. "Ruthless" Kulow, 43, of the 6500 block of Fulton Avenue, Bensalem, Pa., who is charged with distribution of meth, conspiracy to distribute meth, participating in a corrupt organization, criminal use of a phone, prohibited offensive weapon and persons not to possess firearms. - - Kenneth "Chains" Steinmuller, 45, 1000 Emily Road, Bensalem, Pa., who is charged with four counts of distribution of meth, conspiracy to distribute meth, participating in a corrupt organization, money laundering, criminal use of a phone, persons not to possess firearms and drug paraphernalia. - - Frederick F. "Pan Head" Freehoff, 49, of the 3700 block of Spruce Street, Bristol, Pa. who was charged with distribution of meth, conspiracy to distribute meth, participation in a corrupt organization, money laundering, and criminal use of a phone. - - Thomas P. "Tommy Trash" or Crypt Keeper" Connor, 55, of the 3700 block Spruce Street, Bristol, Pa., who is charged with persons not to possess firearms, and criminal use of a phone. - - James . "Coffin" Fostinis, 49, who is currently incarcerated in New Jersey State Prison, charged with distribution of meth, conspiracy to distribute meth and participating in a corrupt organization. - - Bridget "Scary Movie" Dale, 36, Middle Road, Levittown, Pa. who is charged with distribution of meth, conspiracy to distribute meth, participating incorrupt organization, money laundering and criminal use of a phone. - - James E. "Nazi Jimmy" Coyle, Jr., 33, of the 2800 block of Castor Avenue, Philadelphia, Pa., who is charged with distribution of meth, conspiracy to distribute meth, participating in a corrupt organization, and criminal use of a phone. nRobert "Molly" Traverse, 39, of the 8600 block of Jackson St., Phila., Pa., who is charged with distribution of meth, conspiracy to distribute meth, participating in a corrupt organization, and criminal use of a phone. - - Arthur J. Bono, 38, of the 5000 block of Deptford Pl., Eagleville, Montgomery County, Pa., who is charged with distribution of meth and conspiracy to distribute meth. - - Dave Frenier, 32, with a last known address of Appletree Sr., Levittown, Pa. who is charged with distribution of meth, conspiracy to distribute meth, and participating in a corrupt organization. BNI agents along with the Bucks County Drug Task Force, Philadelphia police, Bucks County detectives under the direction of District Attorney Diane Gibbons, executed 13 search warrants at various locations in Bucks and Philadelphia counties on Breed members. During the searches agents seized more than 22 pounds of crystal meth, about $500,000 in cash and bank deposits, 44 firearms, including one sub-machine gun, 20 explosive devices, vehicles and 22 motorcycles. Many of the motorcycles and weapons were stolen. The grand jury found that the Breed outlaws had terrorized Lower Bucks County for several decades by committing crimes involving drug dealing, thefts, extortion, witness intimidation and assaults. The grand jury also found that the Breed outlaw motorcycle gang, which orchestrated the meth distribution, was highly organized and a tight-knit group with each member given clearly defined roles within the organization. The Breed has an executive board and officers such as a treasurer and secretary. Napoli allegedly operated a construction company as a front to cover profits made from the sale of the meth and stolen property, such as motorcycle parts, tools, and other construction equipment. During a search of Napoli's Levittown home, agents seized two handguns, two high-capacity assault rifle magazines and ammunition and a money counter. They also seized $120,000 in cash, a Volvo turbo sedan, Chevy Trailblazer, Corvette, three motorcycles, dump truck and a pickup truck. In his storage locker in Middletown Township, investigators seized three reportedly stolen Harley Davidson motorcycles, a handgun, shotgun and a sub-machine gun. In his locker in Levittown agents seized about a pound of meth, seven handguns, six rifles and four assault weapons. While the search was being conducted, Napoli was allegedly hiding in New Jersey, but investigators still wiretapped his phone conversations. His statement to the searches, investigators heard him say "Maybe one day they will get shot in the head while on the job," and "maybe someone will rape their mothers with a hot curling iron," Court records show that Johnson distributed much of his meth through other Breed members and at his tattoo shop in Bensalem called "House of a 1000 Tattoos." The Breed members would allegedly stash the drug until Napoli allegedly ordered them to move it. Sergeant at Arms Quattrocchi, an executive board member, allegedly distributed multiple-pound quantities of meth and supplied New Jersey Executive Board Member Fostinis with the drug. Connor lived above the Breed Clubhouse on the 3700 block of Spruce Street, Bristol, Pa. and allegedly protected the place with a cache of weapons including an AR-15 assault rifle. Steinmuller allegedly held multiple quantities of the drug for Napoli and also received meth from member Heilman. During a search of his home, investigators discovered a shrine to the notorious and brutal German leader Adolph Hitler and the Third Reich with a large photo of Hitler in the center. The jury found that Freehoff and Kulow distributed meth to others in the organization. Dale, Coyle and Frenier allegedly sold the drugs on the street. Napoli allegedly fronted Dale pound quantities of the drug and would pay him $30,000 to $40,000 per week on proceeds from the sales. "The grand jury presentment demonstrates that the Breed outlaw motorcycle gang was a highly organized and violent organization that made millions of dollars forits leader," Corbett said. "Today's arrests are the first wave of more arrests as this investigation continues." All were arraigned before District Justice Leonard J. Brown who set Napoli's bail at $2 million.
