BAD U.S. EXAMPLE

It appears that Russia is about to follow the path of the United States in 
its approach to illegal drugs.

My advice is: Don't do it. The U.S. anti-drug policy has been an absolute 
disaster. The budget to fight illegal drugs has grown by 29,500 percent in 
the last 36 years. The results: Illegal drugs are just as available in the 
United States today as they were in 1969.

Attempting to limit the supply of any desired product just makes them more 
profitable. It doesn't get rid of them.

Russia should look at U.S. drug policies carefully -- then do the opposite.
