SELLING OF ROLLING PAPERS SHOULD ALSO BE ILLEGAL

How is it possible that the Pembroke police can raid a smoke shop for
selling drug paraphernalia, yet every convenience store in the state sells
rolling  papers that are used to roll marijuana?

As stated in The Ledger article, the state law punishes any person who sells
drug paraphernalia knowing, or under circumstances where one reasonably
should know, that it will be used to ... introduce into the human body a
controlled substance. Is there any question that these rolling papers are
being used to roll illegal drugs in the majority of the cases that they are
used? Really, when was the last time you saw someone roll their own
cigarettes? On re-runs of Bonanza maybe?

Don't the police think that stopping the sale of rolling papers in every
convenience store in the state might make it a bit harder for kids to use
pot? Do rolling papers really belong where kids buy  candy?
