GREEN ADDS FIFTH PILLAR TO DRUG STRATEGY

Jim Green wants to add a fifth pillar to the Four Pillars drug 
strategy -- jobs.

If elected, Green says, he'll make it city policy that developers 
create jobs and training for local youth in return for their building permit.

"Developers offer public amenities like daycare or public art," Green 
said yesterday.

"I believe a job for a kid facing a life on the street should also be 
considered a public amenity."

Green started the Bladerunners program a decade ago for kids working 
on the GM Place project.

Sullivan said he supports job programs for the disadvantaged 
citywide, but not confined to the Downtown Eastside: "Poor people, 
people with addictions, live in all sorts of different neighbourhoods."
