NO RETURN FOR DRUG TEACHER

A Staten Island teacher convicted of felony cocaine possession can't 
return to his old job - where he headed an anti-drug program at an 
intermediate school, a court ruled yesterday.

A five-judge panel of the Appellate Division unanimously found that 
Michael Campbell, who was arrested in 2002, shouldn't be returned to 
his former position as dean of students at Intermediate School 72, 
where his responsibilities included enforcing school rules 
prohibiting drug use.

The decision overturns a ruling by an arbitrator who found Campbell 
should be reinstated, and reverses a lower court ruling agreeing with 
the arbitrator.

The appeals court said it would be "irrational" and "defy common 
sense" to allow Campbell to return.
