VICTIM NO. 21

Summary Executions to Continue, Warns Dizon

THE death toll attributed to vigilante groups reached 21 in the first 13
days as the top police official of the Davao Region even warned that "more
summary executions" will take place in the next two weeks.

This developed as Director Simeon Dizon, Southern Mindanao's police
director, said that these killings would continue in the next one to two weeks

Dizon said they received intelligence information that the series of
"summary executions" was an offshoot of the shabu laboratory raid in Dumoy,
Toril district on December 31.

He said that the killings have something to do with the ongoing drug war
among those involved in illegal drugs.

"Sila-sila lang ang nagpapatayan kasi meron sigurong mga aggrieved parties
na hindi nabigay yung shabu kasi nga na-raid na natin ang shabu
laboratory," he told reporters here Thursday morning.

Dizon said the lack of witnesses still hampered their investigation to
solve the killings.

Ruel Andia, 34, a jeepney driver, of Block 3, Carmelite Road, Belisario
Heights, Barrio Pampanga, was the latest victim of motorcycle-riding gunmen.

Andia was walking at around 9:45 p.m. Wednesday on his way home when three
men on board a motorcycle shot him thrice on the head.

He was rushed to the Davao Medical Center where he was declared dead on
arrival.

Responding policemen recovered three empty shells and a deformed slug of
.45 caliber pistol from the crime scene.

PO3 Alfredo Heliane, investigator of the Sasa police station, said Andia
was already convicted of illegal possession of firearms but was on probation.

Heliane said Andia was also accused of raping a young girl sometime middle
of last year but the victim did not file a case against him.
