CONTRACTOR DETAILS SCREENING PROCESS

Every school bus driver hired at Laidlaw Transportation, Helena School
District's transportation provider, goes through a three-part
screening before employment, said Helena Branch Manager John Parmeter.

They must submit to a drug test, and their name is processed through
an online Montana courts search. At hiring, their fingerprints are
sent to the FBI for an additional background check, which could take
four to six weeks.

Parmeter checked into the background of Joshua Maher, who allegedly
violated the terms of his probation.

Parmeter said he believed Maher was convicted of misdemeanor theft,
which would not have prohibited him from being hired for the position.

Helena School District Superintendent Bruce Messinger said in light of
the charges against Maher, he and his staff reviewed Laidlaw's hiring
procedures.

"Obviously, it's their direct responsibility, but it's our
responsibility as well," he said.

On every application Parmeter said potential drivers are asked if they
have ever been convicted of a felony. What he's looking for, he said
is any crime committed against minors, any drug or sex-related
convictions and any assault convictions.

"Everything else is weighed on a case by case basis," Parmeter
said.

According to Parmeter, Maher has been placed on administrative
suspension pending the outcome of the charges. While on suspension,
Maher will continue to receive his salary, Parmeter said.
