O'SIDE CODDLES PARAPHERNALIA DEALERS 

The Feb. 25 issue of The Wall Street Journal reported on Page 1, "Federal
drug police arrested 55 people for selling drug paraphernalia." On the same
day the North County Times quoted Oceanside's planning director as saying,
"It's not illegal to sell drug paraphernalia." Does the city of Oceanside
know more about the law than the federal government? Where does Oceanside's
planning director get his legal advice? Is the city attorney involved? 

Oceanside's newer council members, who are not members of the city's former
good-old-boy club, should review the performance of each senior official and
take corrective action to ensure these officials are worthy of their high
pay scales. 

Oceanside has been too lax in its interpretation and enforcement of existing
laws and regulations pertaining to businesses. With a more aggressive
approach Oceanside could begin to catch up with the other beach cities.
