Despite our Nation's emphasis on sealing the borders from drugs, they 
remain as widely available as ever (Smugglers refine tricks to pass 
stricter security: Border agents confiscating record amount of narcotics, 
but stable price on the street reflects drug rings' success," Cover Story, 
News, April 11).

At the same time, drug-treatment programs are underfunded and inaccessible 
to half the people in our country we need them. If we are unable to keep 
drugs out of high-security prisons, how can we keep drugs from crossing our 
country's borders?
